Sharing a thoughtful article about the challenges with the JETPs. While I do not agree with all the points in the article, it sheds a light on the need to provide solutions that are practical and acceptable to the countries themselves. One challenge is that the MDB and DFI investments must be “additional.” In other words, they can’t crowd out the private sector. In South Africa, for example, there is no shortage of private banks willing to finance renewable energy projects. So despite the commitment and desire for the MDBs and DFIs to provide billions of dollars of financing, they sometimes struggle to find projects in which to invest in at scale in these countries. I agree with Gregor Paterson-Jones that one opportunity for that public investment is in the hard infrastructure of transmission lines, which need greater assistance or subsidy from the public sector and philanthropy if we want to attract private investment. Transmission lines, including cross-border transmission lines, can help facilitate the scaling of a renewable energy ecosystem that includes baseload (hydro, geothermal, nuclear) and intermittent (wind, solar).

If you interested in public #debt, you would probably remember the "old" discussion on debt and growth, magic thresholds and causality. It has been a pleasure think again at my research with Ugo Panizza and Markus Eberhardt and discuss it with Keith Romer at Planet Money. You can listen to the episode here, which features also Karen Dynan and Kenneth Rogoff: https://lnkd.in/eCSy4Brv I think that our main conclusions still stand: 1. while theoretically there are very sound reasons for which too much debt could harm the economy (especially above a certain limit), it is very hard to pin down #causality in the data; and 2. there is no really convincing evidence of a common #threshold beyond which debt becomes bad (however, as Kenneth Rogoff rightly points out "to say that as there's no threshold, therefore any level of debt is fine - that's kind of nuts also.") I end up agreeing with Karen Dynan when saying that "Having a benchmark [debt threshold] is useful because it can force action. And even though I don't think there is a magic level, I do feel like if there was some level we knew about, it could then kind of be constructive politically and get people to face up to the hard decisions they're going to need to make."

#disaster x #climate x #conflict displacement. Today's launch of the IDMC GRID report confirms the number of IDPs increased to almost 76 million in 2023. This is up from the 71 million recorded in 2022. An almost 50% increase over the past 5 years. * There was also an absolute increase in conflict IDPs living in #FCV that are also climate vulnerable. This is mainly driven by increased conflict IDP numbers in #Sudan, #Myanmar, & #DRC. On the contrary, numbers in #Ethiopia, #Mozambique, #SouthSudan, & #Afghanistan have decreased. * The number of people internally displaced as a result of conflict and violence increased by 9% in 2023 (from 60.9 in 2022 to 68.3 m in 2023). * Sub-Saharan Africa, which hosts 46 per cent of the world’s IDPs, was again the region most affected by internal displacement in 2023. Conflict and disasters overlapped in many countries, forcing people to flee again and/or prolonging their displacement. * As in previous years, floods and storms caused the most disaster displacement, including in southeastern Africa where cyclone Freddy triggered 1.4 million movements across six countries and territories.  * 2.9 million movements were recorded by floods in the horn of Africa following years of drought. #smartcities opened up a new paradigm for managing the #urban transformation, including #globalsouth. It is not only a #technocentric or #Digital approach but tries to use the underlying philosophy of Digital Public Good. Significance of #Data or #information becomes the essence of any collective actions, more so , for city functioning. Information Assymetry brings in inefficiency and any steps to remove this Assymetry is bound to increase efficiency and effectivity of the city functioning. Some of the popular digital modes in smart cities like #CitizenApps , #ICCC Integrated Command and Control Centre, Accessible Network by #public #WiFi , #DataInfrastructure, #AI enabled #Chatbots , #GIS , #ERP based softwares for municipal functioning, advances in #Datasciences, #ArtificialIntelligence, predictive engines , #GenerativeAI , possible use of #blockchain still are waiting to find appropriate uses in city functioning. Major processes that define cities, like #mobility including road , public, private and shared, #energy supply, #water consumption, #environmental services #pollution control , #Biodiversity, #Netcarbonzero, #Solidwastemanagement, #Data, #urbanplanning will find greater efficiency in smart city paradigm. Further, ideas that are popular in first work countries, which may not be relevant with the geography, economy or society, get imposed on these Cities. The economic toll of wildfires is staggering. Projections estimate that suppression costs could soar to $5.125 billion by 2030. In California alone, the total economic cost of wildfires reached $148.5 billion in 2018, covering indirect losses, capital damage, and health-related expenses. This dramatic increase in costs highlights the necessity for advanced technologies and robust management strategies. Human costs add another layer to this crisis, with 2018 alone seeing wildfire-related human losses reaching $1.3 billion. Against this backdrop, Türkiye has embarked on a significant initiative to enhance its wildfire management capabilities through the $400 million Türkiye Climate Resilient Forests Project, in partnership with the World Bank. This project aims to strengthen Türkiye's capacity to protect its forests and communities from wildfires, particularly in the 14 provinces most at risk, home to 20 million people who depend on these lands for their livelihoods. Türkiye is adopting cutting-edge technologies and comprehensive strategies for wildfire prevention and suppression. These efforts position Türkiye as a leader in forest fire management, integrating modern technology with traditional knowledge. The World Bank’s commitment to climate resilience supports Türkiye's effort. Humberto Lopez, The World Bank Country Director for Türkiye, emphasized the importance of such initiatives in strengthening institutional capacities. This project is part of broader interventions, including the $135 million Resilient Landscape Integration Project and the $449 million Türkiye Earthquake, Floods, and Wildfires Emergency Reconstruction Project. From a macroeconomic standpoint, investing in wildfire management is not just about immediate response but also about long-term economic stability and growth. Effective wildfire management reduces economic losses, protects valuable infrastructure, and safeguards human capital. Monitoring and evaluation provide data-driven insights to refine strategies and ensure resources are used efficiently. Continuous monitoring allows for real-time assessment of wildfire risks and the effectiveness of suppression efforts. Evaluating past wildfire incidents offers lessons that inform future policies. By integrating monitoring and evaluation, governments can adapt more swiftly to changing conditions, improving resilience and minimizing economic disruptions. Türkiye's initiative, backed by the World Bank, represents a forward-thinking approach to wildfire management that balances immediate needs with long-term resilience. The #BonnClimateConference is over. While people are suffering and shouting for their futures, delegates in Bonn haves been snoozing. Entrenched positions have stalled progress on crucial issues such as climate finance, mitigation, fossil fuels phase out, just transition, human rights. But there is hope...(read till the end to find out why). On finance 💰 , while developing countries have asked for 1.1+ trillions for the new goal, rich countries have remained silent. They refuse to abide to their obligations and instead try to pass on the responsibility to others. "Like-minded developing countries" and the Arab group were not very keen to continue the conversation under the Global Stocktake or the Mitigation Work programme. 👇 https://lnkd.in/eizDFy6z This is even more worrying as countries need to update their national climate plans (NDCs) by February 2025. There was no recognition that to be aligned with 1.5C, NDCs of rich and high-emitting countries must include fossil fuels phase out (and more) 👉 https://lnkd.in/eVZ3Y9my The Just Transition Work Programme 👷‍♀️ ⚖ ended with a limited procedural outcome. Rich countries want to keep it limited to a talk-shop. But instead it needs to deliver for workers' rights, communities and lower-income countries who need financial support. On #LossAndDamage, the Glasgow Dialogue was a good opportunity to remind that we need 💵 at scale, grants, direct access to communities. But rich countries do not want L&D in the new finance goal (hiding behind false pretexts). We cannot let this happen, as otherwise the funding for L&D will remain minuscule and won't provide remedy to people for the harms suffered On civic space, so many were left out of Bonn because of visas issues. Also not strong enough language to ensure host countries of UNFCCC events respect human rights guarantees. #UnsustainableHumor Series - Week 28 After 3 weeks of time-off, I want to reintroduce the Unsustainable Humor series. I started it with the intent to shine a light on societal and sustainable development issues using satire. Why satire? Because when you talk about serious issues in serious ways all the time, it just leads to empathy fatigue in most people. So, I thought one of the best ways to make the message somewhat memorable is to use satire. Brings levity. Keeps the message succinct. Most importantly - lands the message. Also, to manage my time well and learn something new, I use AI to produce the final product for the series while I come up with the general idea of what I want to convey. That's the genesis of the series. Now, for this week's edition of this series, I wanted to focus on career choices and a specific narrative that influences professionals more than most - do amazingly well in academics to pursue the most high paying jobs you can find after you graduate and then you are set for life. An extension of this narrative is that you should do so well early on that you can do whatever you want to later in life. I was shaped by this narrative. Especially until my undergrad days. I bet you that every asian you know knows this a little too well. The issue with this narrative is that it discounts the fundamental idea that a job is not just a job, it transforms a person and shapes their identity. You become a certain person if you do a job long enough. You have an inkling to be a photo-journalist but you decide to be an investment banker for a decade. You thought you could make the switch "when the time comes". Think again. Once you do what you 'need' to, it is going to be a monumental transformation to get to a stage of doing what you 'want' to. So, all you talented people who want to do public good, irrespective of being in public or private sector, do it with intention and do it now. The World Bank initiative on local government finance, along with UNCDF is a welcome move and the team must be commended. The opportunity to learn from City functionaries actually working on ground is more important. The sub sovereign status of municipal and local government, acute fiscal imbalance, very less own source revenues and complex land disposal rules with no independent bond raising capacities strained financial position of city/regional government could sum up the situation. As we have no common definition of urban areas around the globe, we have no estimate of the number of cities and towns in the World with legal status. The guesstimate could run around 30 thousand? The different agro - economic - climatic situation and wide historical and cultural context fundamentally define the legal environment and city functioning. Will like to propose "Comparative Urban Administration Paradigm" to study financial issues of cities and towns around the globe. It could Start with a narrow focus of specific financial instruments available for cities for climate adaption and mitigation efforts. However the entire spectrum of economic - finance - accounting - audit - loan - Bonds - land monetization -PPP should also be addressed in near future!!

Climate finance is more crucial than ever! It was an honor to close for United Nations Secretary-General Antonio Guterres at the #ReutersNEXT Summit and to join a panel with Rajiv J. Shah of The Rockefeller Foundation and Jennifer Sara of The World Bank. We discussed the urgent need to provide more debt relief measures for the Global South and climate finance to the most affected by climate change, demanding that financial institutions commit to doubling their climate finance contributions by 2025. The World Bank must support the Global South in accessing climate solution funding at fair interest rates, highlighting the transformative impact activism has had on the financial sector by emphasizing the standardization of ESG and DEI as foundational pillars for any economic institution.

In my interview with Reagan Des Vignes of TRT World, we delve into the outcomes of the Bonn #climate talks concluded recently, emphasizing how developed countries are not cooperating in establishing a new climate finance goal (aka #NCQG) that aligns with the actual needs on the ground, which are now in the trillions annually. Rather than meeting their obligations, they are pressuring large developing nations to contribute, thereby completely undermining their historical responsibility for causing the #ClimateCrisis. The programme also featured Teresa Anderson, who highlighted how the new ActionAid report reveals that increasing tax-to-GDP ratios by four percentage points in developed countries could raise over US$2 trillion per year towards the international climate finance goal. Increasing recognition of the heightened vulnerabilities of #refugees and other #displaced due to the escalating #climateemergeny. "The heatwave added pressure to the many challenges already faced by people in refugee camps and #conflict zones, such as water shortages, difficulties accessing medicines and poor living conditions for the large population that lives in makeshift tents that trap heat”. Some other points from the article by Akshit Sangomla include: * This month is poised (95% chance) to become the 12th consecutive month of record breaking temperature (last summer was the hottest in 2,000 years!); * Sea-surface temperatures have been at record highs for the past 13 months, releasing more heat & moisture into the atmosphere & thus exacerbating flooding/extreme weather events; * South America experienced its warmest April on record (coinciding with floods in Brazil); * South Asia, recent heat waves were made 30X more likely by global warming; *Extreme rainfall and flooding in the Arabian Peninsula, occurred due to a massive anticyclone over the Arabian Sea. When combined with what we already know, including that global temperatures will continue to rise over the next 60 years+, exacerbating already horrendous living conditions, it is unfathomable that there is not more concern & urgency about those populations which have little or no resources to #adapt or enhance their #resilience. As indicated in earlier posts it will only be a matter of time before the most vulnerable populations are exposed to increasing levels of #lethalhumidity. In some refugee operations, such as #Chad, that has already received over 500,000 #refugees from Sudan, the operation has received less than 10% of what it needs. Barely enough to even provide plastic tarpaulins for shelter - let alone anything substantive to give adequate protection to women, children, elderly... to withstand an increasingly hostile #environment.
