US and Canadian defence procurement needs more diversity in the contractor base. Desperately. "Consolidation affects competition for defense contracts, especially for large contracts; half of defense dollar obligations are awarded via sole-source procurement, though 90 percent of individual contract actions are competed, meaning that the majority of competition occurs for smaller contracts. Decreased competition for critical defense systems leads to higher costs and less innovation; fewer competitors means fewer creative ideas for addressing operational requirements. Reversing this trend will not be easy."

"The problem is not the level of B.C.’s debt, but how quickly it is rising. S&P calls that trend “a turning point” for the province’s finances, noting that the “size and persistence of material after-capital deficits differentiate B.C. from its peers.” The words are measured, but the warning is clear: B.C.’s finances are headed in the wrong direction. The fiscal plan is likely understating the problem. Health spending, for instance, is to increase by 14.9 per cent in the current year, but that growth suddenly decelerates to 2.6 per cent and 1.6 per cent in the following two years. That would result in reduced health care funding, once adjusted for population growth and inflation. The same pattern shows up for the education and social services budgets. Is the NDP contemplating a period of relative austerity? Or are those numbers understated to keep the deficit and debt picture from looking even more gloomy?" https://lnkd.in/gJYWaYfc

Yesterday, at the Canadian Association of Defence and Security Industries’ annual defence industry tradeshow (#CANSEC2024), the Bill Blair, Minister of National Defence, announced significant investments aimed at equipping the Canadian Armed Forces (CAF). This includes a 25-year contract valued at $11.2 billion (including taxes) awarded to SkyAlyne Canada Limited Partnership for the Future Aircrew Training (FAcT) program. Through this contract, Canada will procure over 70 training aircraft divided into 5 fleets. Additionally, the contract will include classroom instruction, simulator and flight training, as well as numerous on-site support activities for prospective RCAF Pilots, Air Combat Systems Officers, and Airborne Electronic Sensor Operators. This #investment marks the largest recapitalization effort for the RCAF since the Second World War. 👆 This news complements the global trend of investment in the #defense sector, driven by the heightened political tensions worldwide, Russo-Ukrainian War, and the military actions in the Middle East. The defense industry is interested in new solutions, including software, and we at JetSoftPro are actively working in this direction.

#Canada needs to on #defence. "The US has enlisted the help of some of the most prominent tech CEOs to help the Department of Homeland Security (DHS) safely deploy AI across critical infrastructure. Microsoft CEO Satya Nadella, OpenAI CEO Sam Altman, and Alphabet CEO Sundar Pichai are among the more than 20 people who will now sit on the Artificial Intelligence Safety and Security Board, the DHS announced on Friday. Anthropic CEO Dario Amodei, IBM CEO Arvind Krishna, and Nvidia CEO Jensen Huang will also serve on the board. "The Board will develop recommendations to help critical infrastructure stakeholders, such as #transportation service providers, #pipeline and #power grid operators, and internet service providers, more #responsibly leverage AI technologies," the department said in a statement. "It will also develop recommendations to prevent and prepare for AI-related disruptions to critical services that impact national or economic security, public health, or safety." The board appointments come at a critical time in #AIdeployments. With a never-ending supply of new AI technologies, along with a steady stream of eye-popping updates to various #AItools, governments around the globe need to be prepared to not only take advantage of the technology, but also address how it could be used against them. The Artificial Intelligence Safety and Security Board takes the US government's efforts one step further by enlisting help to strengthen and safeguard critical infrastructure. Indeed, the US government has warned for years that foreign adversaries could try to target critical infrastructure. This is an interesting one..... Government of British Columbia has introduced legislation regarding electricity supply for #cryptocurrency miners. These miners consume substantial #electricity while creating very few local jobs, prompting the need for oversight. ⚡ Temporary Suspension of Connections: In December 2022, the Province directed the British Columbia Utilities Commission to suspend new electricity connections for cryptocurrency mining projects for 18 months. This move affected 21 projects, requesting a total of 11,700 gigawatt hours per year—equivalent to more than two Site Cs worth of annual energy. 👍👍👍👍👍👍 Positive Implications: 💈 Energy Conservation: By regulating electricity access for cryptocurrency miners, the legislation aims to conserve energy resources. Cryptocurrency mining operations are known for their high energy consumption, and limiting their access ensures that energy is used more efficiently. 🌏 Environmental Impact: The restriction encourages a shift toward cleaner energy sources. Certain defence companies in Canada continue to game the procurement system. The mandatory requirements clearly stated coalition interoperability with US and NATO partners, to include network interoperability, network connectivity, using NATO map symbols, and uploading maps for wherever the CAF are deployed or on exercise. It took 12 years to navigate the procurement system, nevertheless the government (PSPC) awarded this contract for a system that failed to meet many of the High Level Mandatory Requirements and ignored the Army's operational requirements. The procurement staff in CAF/DND are not to blame for this failure, but the soldiers will be forced to field an air defence system that is less capable than required. It was suggested that additional delays and additional funding would be required to address these shortfalls. The Canadian Procurement Authority should adopt an approach used by the USA whereby past performance forms an important criteria during the bid evaluation process.

My thoughts on the investment efficiency of the government led by Justin Trudeau Some claim that private-sector surpluses come from government deficits. Spending surpluses for who, the handful of monopolies the government decides to cut the majority of cheques to while letting most burn? This is poor investment stewardship; the ROIC on most government investment activities is likely hovering around an average of 5-10%, making it comparable to mining companies and, in some cases, zero or negative. Wait now, when ROIC is lower than the cost of capital value is destroyed. In some In some cases, the government destroys value by investing money at a lower return for the economy than the cost of borrowing it. How do they reconcile this stupidity? Inflation. If I told an LP I had an ROIC of 5-10% or zero, I would metaphorically be brought before a firing squad. The Trudeau government is accountable to no one; this is the problem: call an election already and let the people decide what's best for; that is democratic, not the circus of the last couple of years. Indeed, at times, I worry for the future of this country and its once revered and respected place on the world stage.
