Halladay Memorial Education Award to Wainfleet Township’s Drainage Superintendent MARK JEMISON. The Marvin D. Halladay Memorial Education Award is presented each year to the individual who completes the Public Works Leadership Development Program (PWLDP) with the highest overall average. The recipient is chosen from a group of his/her peers who are continuing their public works training and professional development and therefore contributing to growth within their respective organizations and the communities they serve.
