This is probably one of the best Ninjago Legacy magazine gifts of all time. You get P.I.X.A.L, who previously was exclusive to 71767 Ninja Dojo Temple and 71786 Zane's Ice Dragon Creature. Her figure is perfect, sporting an angry and a happy expression, as well as her grey/silver hair and a Samurai X suit. Her golden Samurai armour is cool. She has a pair of silver shurikens.
The Flying Viper is a cool figure, although he is absolutely identical to the Cobra Mechanic, apart from the wings, and both are very common in other sets. The backpack and the dagger pieces are cool, though. He comes with a silver katana.

Overall: This magazine promo is about as good as it can be. You get 2 cool and rare figures and great accessories. This set isn't a must-buy for you only if you have got set 71767 or 71786.
