Today's random set is 1247 Patrol Car, released in 1999. It's one of 63 Town sets produced that year. It contains 32 pieces and 1 minifig, and its retail price was US$1.7.
It's owned by 747 Brickset members. If you want to add it to your collection you might find it for sale at BrickLink or eBay.

That is... very 1999
Oh I had this one.
I love that Paradisa face.
You know you're in trouble when your car is designed so badly that it can crash into the surface of the road it's driving on.
She’s very happy considering that she’s about to crash and die.
Put it in H!

OOPS
Also, $1.7 for a small set?
and what's up with that color scheme?
I had this one. I think these little Shell promo sets were hard to get, here in Australia, so I could only manage to collect the few that I found on eBay years after-the-fact. I like these little sets, though. They're great scenery to flesh out Lego street-scapes. And Shell was great for those types of sets.

Maybe she's hitting the breaks?
What? Another Bionicle set?!?
Oh... nevermind. Bionicle would be better.
White and black balance are all wrong. And what's with that blue?
The minifig has me confused.... All black jumpsuit, very good, Police though? More like a runaway Blacktron convict!
@brickengineeringdude:
I think you're being a bit generous with the term "scheme". This looks more like a color feint.
@Zordboy:
I wouldn't hang this off the back bumper of a proper car.
@LegoRobo:
It defies the laws of mathematics, in being able to intersect a plane that it's moving parallel to.
I've never liked the Police print of the late 90's. Previous prints were perfect to me. The set itself is meaningless but I got a few 2880's, which is almost the same set without the minifig. Modified them a bit and made perfectly OK city cars. It is possible to bring out the greatness in these sets. We just have to try...
Just a really ugly set....
I think if I saw this set on sale today I would assume it was a cheap knock off because it looked so bad.
Police officer driving home from the police station Christmas party. Sleep it off tomorrow.
Looks just like a Hustler (Mini based kit car of the 70s)!
I'll admit, while the 90s photography deserves it's share of scorn ... I am surprised by the sheer level of animosity this set is getting. This sort of design was a pretty-standard Lego method of pre-polybag polybag sets, you know?

What if I want to see a world where it's possible to make silly jokes without having to make lengthy excuses and still immediately getting attacked?
Look how happy she is in her funny little gokart.
That's the essence of Lego System - simplicity and happiness.
That’s very 80s for a 90s car

With that particular face it does look more like she’s go-karting round the resort than an officer in hot pursuit

Maybe someone spilled their cocktail drink on the waiter, or forgot to return a towel, or fell off their windsurfer?

In a world of intersecting parallel planes, everyone on the internet knows that a flippant comment is just that and requires no justification.
Meanwhile in the real world I'm expecting to be attacked at any moment :~P ...
Really basic, and really doesn't work that well. I've been conflicted as to what it's supposed to be. Since I was a kid, I thought it was a Jeep. But, it kinda looks like some kind of car. Or a golf cart.
This was a Shell promo, but a year or two after release, I think I found them at my local Kaybee (which until well into the 2000s; was the only place you could buy LEGO here; my local WMs didn't stock the range at the time). While we had a Shell station; I don't think they did any promos. THis was really early on in my LEGO addiction, I wasn't but about four. Very, very few parts remain, if any of this set. I know I still have the white piece with fender arches.
You guys the car isn't crashing, it's obviously twerking to impress the main protagonist police car

I dunno... flaws aside, I would have liked this set back in the day; there was always something magical, to me, about these tiny little boxed sets, no matter how simplistic they were in terms of design. They didn't have to be spectacular, it was just a cool way to get a little build and a minifigure, and that was always appreciated when I was a kid :D

By this time, the remnants of the Classic Town look could be found mainly in small promo sets.
