My first Star Wars Polybag, at the time it was a good way to stock up on Stormtroopers.
The design of the Speeder Bike itself looks a bit more like one the Microfighters rather than the real thing - but at least it's a tiny little bit better than those ridiculously proportioned bikes we got in recent times.

Stormtroopers do ride speeder bikes. For example in the cartoon Star Wars Rebels. A speeder bike storage rack is also found on the back of AT-ATs.

It looks almost like one of those coin operated kids rides you get outside supermarkets. The little trooper is just sat in there going “wheee!” as it rocks back and forth

I got a couple for free in a Sci-Fi Con at 2012, and still one is sealed. Despite no being a canon vehicle, is a good adittion to any SW collection; pretty good designed, with a clever use of the Mini battle axe (the only SW set that uses this element, by the way).

I do not think it is supposed to be some kind of chibi version of a speeder bike. It looks much more like a swoop bike, those are generally a lot faster than the typical speeder bike. It is not completely impossible for the Empire to invest in swoops.
