The course module is aimed at Service personnel/MOD civilians who conduct or QA Early Training Analysis, in particular individuals employed in both TRAs and TDAs.

Course Aim

This module is aimed at staff whose primary role is to create achievable objectives and training options/strategies from the outputs of the Needs Analysis phase, to be agreed between the TRA and the training provider.

Candidates who have previously attended the DTNAP Course No. 7003 or 3002, the DTRP Course No. 7001 or the DCDD Course No. 7004 need not attend this course module.

Application

Applications should be made to DCTS Course Booking Cell. Courses are loaded 8 weeks prior to their start date. Applicants should pay particular attention to the section on course module justification and provide as much detail as possible to help DCTS staff determine their suitability for this module, or possibly other DSAT course modules. Line Managers/Candidate Sponsors are to confirm that candidates will complete the stipulated readings and learning activities prior to attending a particular workshop. Failure to do this will result in an application being rejected Candidates who do not complete the readings and learning activities on arrival at DCTS may be removed from the workshop.

Course Objectives

The course module will help prepare staff to:

  • Conduct Fidelity Analysis to determine the level of realism required in the training solution (at the task and sub-task/ competency level) to ensure acceptable on-job performance at the conclusion of formal training Conduct Training Gap Analysis (TGA) to determine the total training requirement by documenting the training gap between the performance required by the OPS and any existing training performance standard(s)
  • Conduct Training Options Analysis (TOA) to determine:
    • An estimate of where the balance between school/training establishment and workplace training will fall.
    • The possible methods and media combinations appropriate for delivering the necessary training at the appropriate level of fidelity and within performance, cost and time constraints.
    • An estimate of the through life costs of potential training options or training strategies.
    • A recommendation as to the most cost-effective training solution or training strategy for meeting the identified operational tasks and associated competencies that require training.
  • Writing Training Objectives (TOs), in terms of performance to be achieved, conditions under which training will be conducted and the standards to be achieved in order to describe what the trainees will be able to do after the training event.
  • Drafting the Formal Training Statement (FTS) to include:
    • The Training Performance Statement (TPS) describing the TOs to be formally achieved in the school/training establishment.
    • The Workplace Training Statement (WTS) describing the TOs to be formally achieved in the workplace under the direct control of the workplace line management.
    • The Residual Training Gap Statement (RTGS), which describes what cannot be trained in the formal training environment along with the consequences of not conducting this training.
  • Document in an auditable way analyses, decisions and recommendations (normally in a Fidelity Analysis Report, TGA Report, TOA Report, TOs, draft FTS and/or Final Report).

Course Components

Part 1 Workshop Preparation:  prior to attending the Residential Workshop, candidates must complete the following readings and learning activities, which cover DSAT and Early Training Analysis activities/deliverables:

  • JSP 822: Governance and Management of Defence Individual Training, Education and Skills, Part 4:
    • DSAT QS only (~2 hours)
    • Part 5, Chapters:
    • 2 – DTSM 2: Needs Analysis (~2 hours)
    • 3 – DTSM 3: Early Training Analysis (~2 hours)
    • 4 – DTSM 4: Detailed Design and Development (~2 hours)
  • DSAT Course Module 1 – DSAT – MOD Systems Approach to Training (hosted on the DLP), Code DSAT-02 (~3 hours).

Part 2 Workplace Training: this will cover single Service and local procedures and processes and will be managed locally before and after Part 3.  Additional CPD may include training in Project and Risk Management, Defence Acquisition, Contracting and Capability & Requirements setting, Costing Models, etc.  In addition, ongoing support of the material covered during the Residential Workshop will be provided by DCTS through the maintenance of an Early Training Analysis on-line resource.

Part 3 Residential Workshop: the 2.5 day Workshop, which runs at DCTS, provides additional underpinning knowledge and practice in the core skills required to conduct and QA all aspects of the Early Training Analysis function of DSAT for both equipment and non-equipment Defence capability projects.
