Faster passenger rail market opening is the most effective way to achieve a modal shift to rail.
About us
ALLRAIL, the Alliance of Rail New Entrants, was founded in April 2017 and is one of Europe’s newest railway associations. It brings together non-incumbent companies from the passenger rail market comprising operators like MTR, Leo Express, WESTbahn, NTV-Italo, RegioJet and iryo, multimodal journey planner and online booking platform Omio, rolling stock lessor Angel Trains, and infrastructure manager Getlink. All our members share the belief that further market liberalisation is the only way to achieve a modal shift to rail and help the European Union (EU) achieve the ambitious targets laid down in the 2016 Paris Climate Agreement. Around Europe, it has been proven that an open rail market leads to: - innovation and improved service - lower fares - passenger growth, and - new jobs. For example, since NTV-Italo began competing against the incumbent Trenitalia in the Italian high-speed market in 2012, average fares have fallen by 41% while demand increased by 101%. The incumbent is more profitable than before, and both operators have introduced new trains. In addition, wherever competitive tendering has been introduced for publicly-funded rail services, taxpayer cost has decreased, and quality has improved. While all stakeholders - passengers, taxpayers, the rail sector and legislators - benefit from liberalisation, over 80% of EU passenger rail does not experience any form of competition, so there is a lot of work still to be done. Four points are to address in priority to encourage market opening: 1) Lowering track-access charges, 2) Ensuring a vibrant market for new and second-hand rolling-stock, 3) Fixing ticket retail (availability of all data, transparent and impartial retail, FRAND conditions for independent ticket vendors), 4) Public Service Obligations as a last resort, and only through competitive tenders.

United States of America: for ALLRAIL's rail specific goals, the biggest accomplishment of President Biden's administration was the Corridor Identification and Development (Corridor ID) Program, which is a comprehensive intercity passenger rail planning and development program that will help guide intercity passenger rail development throughout the country and create a pipeline of intercity passenger rail projects ready for implementation However, to improve service and accountability, we urge that all taxpayer funded Intercity rail contracts in the United States must be competitively tendered. After all, there are many independent US operators that could provide a better service for less money. In short: there is just no need for Amtrak to remain the preferred Intercity operator anymore. For example, the green -tech industry needs to finance large CAPEX-invest. For that we need to complete the banking & capital markets union and unlock EIB guarantees. 🏃♀️Fair competition There is a myth going around national leaders that granting public funds to large companies & weakening merger rules will make Europe more competitive. The opposite is true. We need to uphold anti-trust & state-aid rules for the best innovation to prevail! 🕵️♀️ Parliamentary Scrutiny Given rising nationalism, it will be crucial for the Parliament & Econ specifically to stand up when the Commission, but also member states, challenge our common rules and common European interests. Belgium: there has been a revealing new study that was published today, according to these quotes in the article shown below - "Politically-connected companies (businesses with politicians on the board of directors or major clients of state-owned companies) are less productive and less profitable", a study published by the National Bank of Belgium (NBB) has found. We find that both state suppliers and political connections [such the direct presence of politicians on the boards] are associated with lower profitability and productivity.... This suggests that government support negatively influences firms’ behaviour and financial performance. To explain the reduction in profitability, the researchers point out that companies with politicians on the board are more likely to purchase products from state-owned firms (SOEs), whose products tend to be more expensive. Well-known examples of this are Bpost, SNCB and telecom provider Proximus. This is especially the case if the directors are linked to the Federal Government or governing parties." https://lnkd.in/gHsmzcGA
