***IMPORTANT ENERGY TRANSITION COST DISCLOSURE*** Further to my post of yesterday on the Australian Energy Market Operator (AEMO) ISP. #auspol So that everyone is crystal clear, to deliver the AEMO plan, ~>90% of all households are assumed to fork out about $15k each to buy a Tesla Powerall and then let the network use it (that is >$200bn). Similarly, they need to all go and buy an electric car ($30-50k minimum each?) and let the network use that as well? (i havent costed that one!) And then risk trying to drive to work in the morning and realise the network has used your the battery overnight? Not saying this tech can't work - it absolutely can. But its not perfectly synchronous (the model has been "overfit"); and these costs should be disclosed so we can all understand how much it will really cost. Now whilst this CER expenditure is carefully designed to be "out of scope", if AEMO were interested in transparency, they could easily provide these estimates so a more fulsome cost of the AEMO plan could be considered by the public. But they choose not to. Make up your own mind as to the reason for that. To assist, I have very quickly added in a graph showing what the present value of assumed Powerwall expenditure CER (not the cars) does to the AEMO's disclosed $121bn in capex. This is just ONE of the carefully designed "out of scope" costs. Is it still really the cheapest way?? If we had strong baseload generation (hydro, nuclear, geothermal) it is clear such volume of batteries would not be required.

​ 📢Have your say on Production Tax Incentives📢 Do you want to have a say in shaping the Critical Minerals and Hydrogen Production Tax Incentives? Consultation is now open with feedback sought on the design and administration arrangements for both programs ahead of their 1 July 2027 commencement. Key program highlights include: The proposed $7b Critical Minerals Production Tax Incentive (CMPTI) will allow entities to claim 10% of eligible expenditure for processing and refining any of the 31 minerals currently listed on the Government's Critical Minerals list through an eligible facility. This will be delivered as a refundable tax offset for eligible producers of processed and refined critical minerals between 2027-28 and 2039-40. Eligible producers will need to have taken FID, or already be in production, by 1 July 2030 in respect of each eligible facility. Eligible expenditure will include the direct costs of processing and refining activities (reagents, consumables, labour, utilities etc.) but exclude costs associated with mining and extraction activities, and indirect costs such as product marketing, financing costs, capital works and depreciation. The consultation paper can be found here - https://lnkd.in/g7pJDvY7 The proposed Hydrogen Production Tax Incentive (HPTI) will provide an incentive of $2 per kilogram of hydrogen that is produced at an emissions intensity of less that 0.6 kilograms of CO2 equivalent up to the production gate. The HPTI will be delivered as a refundable tax offset to eligible producers of renewable hydrogen for a maximum period of 10 years between 2027-28 and 2039-40. Eligible production facilities must include a minimum capacity equivalent of a 10MW electrolyser, and FID (or production) for each eligible facility is required by 30 June 2030. An important step forward in Australia's energy transistion has been made today with the release of the Federal Government's Future Gas Strategy. It sets the scene for the enduring role natural gas and renewable gas will play to 2050 and beyond. Now to put it into action!

⏩In a shift New Zealand is re-opening to #exploration. We are looking forward to a dialogue with the Government on #energy #geoscience surveys and the critical role they have to play in ensuring New Zealand energy security for years to come. 💡Removing the ban on petroleum exploration beyond onshore Taranaki is part of a suite of proposed amendments to the Crown Minerals Act to deal with the energy security challenges posed by rapidly declining natural gas reserves, NZ Resources Minister Shane Jones says. “Natural gas is critical to keeping our lights on and our economy running, especially during peak electricity demand and when generation dips because of more intermittent sources like wind, solar and hydro,” Mr Jones says. 💬”When the exploration ban was introduced by the previous government in 2018, it not only halted the exploration needed to identify new sources, but it also shrank investment in further development of our known gas fields which sustain our current levels of use. “Without this investment, we are now in a situation where our annual natural gas production is expected to peak this year and undergo a sustained decline, meaning we have a security of supply issue barrelling towards us.” 🇳🇿Rebuilding investor confidence in New Zealand’s petroleum sector will require more than removing the ban. The Coalition Government is proposing further changes, agreed by Cabinet, to re-establish New Zealand as an attractive and secure destination for international investment. 🆕 The Crown Minerals Act Amendment Bill proposes: * Reversing the 2018 ban on new petroleum exploration outside onshore Taranaki. * Removing the 2018 restriction preventing new petroleum permit-holders from accessing some Taranaki conservation land for petroleum activities other than minimum impact activities. * Changes to how petroleum exploration permits are allocated. * Changes to the petroleum decommissioning requirements to align with international best practice, and better balance regulatory burden and risk. The causes and conditions for system security issues in the later half of this decade are beginning to emerge; a lack of markets and easy commercial models for the scale of the orchestrated DER required under the ISP, cost escalations in transmission and renewables construction projects beginning to hike, and global demand for transition shifting in multiple countries simultaneously. We do not have enough engineers organised into corporate vehicles aimed at this transition for any of us to have a degree of comfort, and too much cost pressure will mean that head contractors are forced to weight price far too heavily when projects are being scoped and term sheets agreed. Its time. EPC and asset management companies need scaling plans and suitable business and operating models to provide a robust and resilient pathway to delivering the transition quickly, and efficiently. In the power sector, we need to realise we are about to become a nation of builders, not coordinators. Important ATSE/AAS symposium on net zero and nuclear energy in Adelaide yesterday. My key take-outs (informed by but not necessarily attributal to any speaker): * pace of climate change probably increasing * on current trends and considering critical minerals requirements net zero by 2050 in Australia and globally impossible without nuclear and very difficult with * we must do much more to combat climate change * essential to have an honest, respectful science and data driven debate to identify and select ALL available low carbon technologies that can contribute to the battle * all Australian political groupings currently failing in this * Labor and the Greens must face the realities of the challenge without nuclear and the whole of system costs of all low carbon technologies and therefore support the removal of the nuclear ban * the Coalition must face the cost and time challenges of rolling out nuclear in Australia; no SMR's currently operating in the Western world even in prototype, significant cost and time challenges to be resolved with recent installations of new conventional large scale nuclear plants overseas, inevitable time constraints in establishing the regulatory framework and authority in Australia, challenge of achieving social licence in Australia * the Coalition must not reduce roll-out of renewables while planning for nuclear; this totally self defeating; both required * either in government must remove the barriers to fastest possible approval and installation of all low carbon projects; this currently crippling Australia's net zero efforts *either in government must restructure the energy "market" to optimise the balance of low energy technologies employed Perhaps most importantly we are all responsible for ensuring an honest and respectful debate. We must hear and seek to understand each other's views and positions first as a prerequisite for this.

Last Week I was invited to moderate a Session at the 'NWT Indigenous Leaders’ Economic Forum' on INVESTOR CONFIDENCE alongside Curtis Shaw Nancy Southern, ATCO, and Eira Thomas, North Arrow Minerals. Our discussion focused on the enduring challenges of doing business in the region, newer risks and opportunities for the critical minerals sector, and what is needed to support the region’s new generation of mining opportunities and an overall well-functioning and prosperous Northern economy. Every Indigenous leader (First Nation, Inuit, Metis) in the NWT was present. Being witness to the discussions was a bit like suddenly remembering a piece of a dream or part of a past event I had until then forgotten about. The conversations were driven by an earnest desire to find and create mechanisms to enable the NWT's Indigenous leaders to work together whether through shared projects and/or pooling equity in order to achieve shared prosperity. Then I remembered, ah yes! I am witnessing democracy at its best. Some of the Investor Confidence Session takeaways: -         Equity sharing (period). -         Real partnerships are real when the aim, prosperity, and feeling of success is shared by all partners. -         Government as well as business led projects in the North must recognise that the goal of shared prosperity begins from a project’s inception, and it is the difference between success and failure. -         Government has a role to play in facilitating efforts by Indigenous governments and industry to work together. -         The regulatory processes must be streamlined to match the urgency of project needs. -         Project needs with urgency: . The sun is setting on long-standing mines in the NWT. Critical minerals mining projects with potential abound. Investment and infrastructure is required. . The North and whole of Canada is running out of time. Kharmagtai is a large porphyry copper system that is envisioned to be an open pit mine that will produce ~50,000tpa of copper and 110,000ozpa of gold for 30 years under the scoping study. Improvements to these figures are being considered in the pre-feasibility study that is currently underway. Other improvements that the company is considering include using leaching to turn the oxide waste material at the top of the deposit into ore along with the use of technologies such as coarse particle flotation or electric leaching to further enhance its economics. To top it off, the PFS is funded by a 50/50 joint venture with China’s Zijin Mining Group – one of the largest copper-gold producers in the world. “They (Zijin) have backed us to the chin with $35m and in the upcoming quarter, we will be bringing our PFS together, so all the metallurgy, process engineering, and mining engineering will come together,” Moorhead said. “In the September quarter, we aim to release a maiden ore reserve and details of that PFS. “In the December quarter, we would hope to announce some sort of funding agreement with Zijin to take the project forward.” Nara Kassam Dannika Warburton Anna Kassianos Evy Litopoulos #basemetals #preciousmetals #mining #exploration #stockstowatch #watchlist #investing #asx #stocks #XAM

Today, I delivered the State Government keynote address at the Australian Hydrogen Conference in Adelaide, highlighting the WA Government’s support for the hydrogen industry - and in particular, the exciting opportunities in green iron and steel. The challenges ahead for the sector are significant - new technology, vast amounts of capital, equipment and manpower, mega projects on a scale we’ve not yet seen in Australia - but collaboration between governments and industry will mean we can maximise the economic benefits, whilst also making our contribution to global decarbonisation efforts. It will require leadership, focus, dedication and action.

📰Breaking News: Green voters join regular voters in abandoning the energy transition over cost-of-living pressures A recent Redbridge poll found: • 67% of ALL AUSTRALIAN VOTERS say cost of living is the most important issue vs just 7% for the transition to renewables and climate change • Incredibly 59% of GREEN VOTERS say cost-of-living vs 14% for transition / climate So four times as many greens voters believe reducing bills is more important than energy transition! 🤯 The report also found that “most Australians expect the transition to cleaner energy to increase their energy bills over the next five years”. And this is no right-wing conspiracy, the pollster Kos Samaras was “one of the longest serving and most experienced campaign strategists in the Australian Labor Party history”. Furthermore, a recent Guardian poll (that bastion of right wing nut jobs.. 😊) found that Australian’s ranked renewables as the most expensive and fossil fuels as cheaper. The article goes on to lament that “one of the fundamental building blocks driving this narrative is unstable: people don’t believe renewables are cheaper”. Not to mention our very own unimpeachable CSIRO 🤔 which finds that only 15% of people are willing to pay more for their electricity for a faster transition. Fossil fuels currently provide 91% of Australia’s total energy. 💡 As such we are at the very start of an energy transition and already costs are skyrocketing as we add more intermittent renewables into the system and prematurely shut baseload coal. Voters are proving to be several steps ahead of our political leaders in understanding this and have abandoned the transition in favour of keeping their bills down. I’m no Antony Green but pushing this same barrow now seems like a short cut to electoral oblivion.🤔 Germany provides a salient warning for Australia having spent “hundreds of billions of dollars to double their grid size almost entirely with wind and solar resulting in just a 7% increase in electricity. You don't have to be an economist to know that that would increase the cost of electricity. It tripled the cost of electricity in Germany, which they had to use taxpayer’s money to subsidize. They haven't decarbonized their energy economy they've deindustrialized themselves” 🤦‍♂️ Mark P Mills Energy guru Doomberg says: “The so-called green energy agenda is fundamentally incompatible with democracy. There is no denying that a shift away from fossil fuels and nuclear energy necessitates deep cuts in standards of living, lower standards of living are unpopular, and democratic elections are popularity contests”. In Queensland we run deficits while spending $2.5bn to provide cost-of-living relief on electricity bills. What will we do next year as electricity continues to rise, apply a bigger band aid? Or fix the underlying problem? How much more financial pain are our political leaders willing to inflict on average Australians? 😥 (References in notes)

The Australian Pipelines and Gas Association welcomes the Integrated System Plan (ISP) and conclusive recognition that gas generation will be needed to provide reliability for a renewable system. However, federal and state governments must provide policy support for gas generation, as it does renewables, to accelerate the displacement of coal-fired generation and its abundant emissions. Presently, the ISP projects a faster exit of coal than announced, which is not possible unless adequate gas firming is available. The Capacity Investment Scheme, and subsequent Renewable Energy Transformation Agreements, are the most economically efficient way to support the 15GW of gas power necessary for the NEM. The ISP projects that the east coast of Australia will need at least 12.8GW of new gas-fired generation in the coming years. “The wind droughts of the past three months in southern Australia have proven the importance of gas generation, and the ISP recognises our grid will get more volatile as the transition progresses,” APGA chief executive Steve Davies said. “In the US last year, the largest emission reductions in electricity generation came from coal-to-gas switching. We can do the same, but it requires coordinated gas supply and electricity policy across all governments.” https://hubs.ly/Q02DklmF0

Some wise words from my colleague, and incoming Deputy Chair, Justin Oliver. There is much ground covered in this speech from our perspective as regulatory stewards. None of you will be surprised by my singling out these points from the speech, as I have often characterised the orthodoxy about consumers as thinking they are "imaginary friends" who simply want what engineers and economists think is best for the energy system. To quote, "So, just as we worry about costs, we also worry about consumers. The AER sees consumer protection as an era where regulation will need to be strengthened if the consumers of today are to be protected through the transition of our energy system, and the consumers of tomorrow are to benefit from protections that are adapted to the way new energy services are supplied." Together with Anna Collyer's contribution that sees consumers as heroes on the journey to 2050 (https://lnkd.in/g2KtK9GS), we are moving on beyond imaginary friends in how we design the system to meet consumers needs and expectations.

LETA CEO Mark McCallum has spoken to The Australian, advocating for the future of CCS technology and stressing it's crucial role in Australia's emission reduction efforts. Despite the potential of this internationally recognised, scientifically backed technology, its implementation in Australia faces threats due to ongoing opposition to Glencore's proposed test project, the Carbon Transport and Storage Corporation (CTSCo) project, in Queensland. As stated by our CEO to The Australian: “The CTSCo project has been subject to extensive and rigorous environmental assessment, through a detailed and public Environmental Impact Statement (EIS) process. “The project has been independently reviewed by Australian and global experts , including the Australian Government Independent Expert Scientific Committee (IESC), the Queensland Office of Groundwater Impact Assessment (OGIA) and CSIRO who concluded that any impacts would be local and minor. “Inflammatory claims have been made about safety concerns and the project’s potential to damage the agricultural sector. These claims have been designed to scare, they are not rooted in fact and I am yet to see one page, one sentence, of independent scientific evidence that supports them. “We can’t let opinions or hearsay on critical scientifically proven emission reduction technologies stand in the way of allowing Australia to meet its net zero goal, all while protecting critical Australian industries and thousands of Australian jobs.” Read the full piece in The Australian here: https://lnkd.in/gm2DWS6x
