We present a high-resolution spectral study of Fe L-shell extinction by the diffuse interstellar medium (ISM) in the direction of the X-ray binaries Cygnus X-1 and GX 339-4, using the XMM-Newton reflection grating spectrometer. The majority of interstellar Fe is suspected to condense into dust grains in the diffuse ISM, but the compounds formed from this process are unknown. Here, we use the laboratory cross sections from Kortright & Kim (2000) and Lee et al. (2009) to model the absorption and scattering profiles of metallic Fe, and the crystalline compounds fayalite (Fe$_2$SiO$_4$), ferrous sulfate (FeSO$_4$), hematite ($α$-Fe$_2$O$_3$), and lepidocrocite ($γ$-FeOOH), which have oxidation states ranging from Fe$^{0}$ to Fe$^{3+}$. We find that the observed Fe L-shell features are systematically offset in energy from the laboratory measurements. An examination of over two dozen published measurements of Fe L-shell absorption finds a 1-2 eV scatter in energy positions of the L-shell features. Motivated by this, we fit for the best energy-scale shift simultaneously with the fine structure of the Fe L-shell extinction cross sections. Hematite and lepidocrocite provide the best fits ($\approx +1.1$ eV shift), followed by fayalite ($\approx +1.8$ eV shift). However, fayalite is disfavored, based on the implied abundances and knowledge of ISM silicates gained by infrared astronomical observations and meteoritic studies. We conclude that iron oxides in the Fe$^{3+}$ oxidation state are good candidates for Fe-bearing dust. To verify this, new absolute photoabsorption measurements are needed on an energy scale accurate to better than 0.2 eV.

In regions where the H$_2$ to H number density ratio is low, dissociative recombination (DR) is the dominant destruction process for OH$^+$ and the DR rate coefficient is important for predicting the OH$^+$ abundance and inferring the cosmic ray ionization rate. We have experimentally studied DR of electronically and vibrationally relaxed OH$^+$ in its lowest rotational levels, using an electron--ion merged-beams setup at the Cryogenic Storage Ring. From these measurements, we have derived a kinetic temperature rate coefficient applicable to diffuse cloud chemical models, i.e., for OH$^+$ in its electronic, vibrational, and rotational ground level. At typical diffuse cloud temperatures, our kinetic temperature rate coefficient is a factor of $\sim 5$ times larger than the previous experimentally derived value and a factor of $\sim 33$ times larger than the value calculated by theory. Our combined experimental and modelling results point to a significant increase for the cosmic ray ionization rate inferred from observations of OH$^+$ and H$_2$O$^+$, corresponding to a geometric mean of $(6.6 \pm 1.0) \times 10^{-16}\,\mathrm{s}^{-1}$, which is more than a factor of two larger than the previously inferred values of the cosmic ray ionization rate in diffuse atomic clouds. Combined with observations of diffuse and dense molecular clouds, these findings indicate a greater degree of cosmic ray shielding in interstellar clouds than has been previously inferred.

Observations of CH$^+$ are used to trace the physical properties of diffuse clouds, but this requires an accurate understanding of the underlying CH$^+$ chemistry. Until this work, the most uncertain reaction in that chemistry was dissociative recombination (DR) of CH$^+$. Using an electron-ion merged-beams experiment at the Cryogenic Storage Ring, we have determined the DR rate coefficient of the CH$^+$ electronic, vibrational, and rotational ground state applicable for different diffuse cloud conditions. Our results reduce the previously unrecognized order-of-magnitude uncertainty in the CH$^+$ DR rate coefficient to $\sim \pm 20\%$ and are applicable at all temperatures relevant to diffuse clouds, ranging from quiescent gas to gas locally heated by processes such as shocks and turbulence. Based on a simple chemical network, we find that DR can be an important destruction mechanism at temperatures relevant to quiescent gas. As the temperature increases locally, DR can continue to be important up to temperatures of $ \sim 600\,\mathrm{K} $ if there is also a corresponding increase in the electron fraction of the gas. Our new CH$^+$ DR rate coefficient data will increase the reliability of future studies of diffuse cloud physical properties via CH$^+$ abundance observations.

Experimental and theoretical results are presented for double, triple, and quadruple photoionization of Si$^+$ and Si$^{2+}$ ions and for double photoionization of Si$^{3+}$ ions by a single photon. The experiments employed the photon-ion merged-beams technique at a synchrotron light source. The experimental photon-energy range 1835--1900 eV comprises resonances associated with the excitation of a $1s$ electron to higher subshells and subsequent autoionization. Energies, widths, and strengths of these resonances are extracted from high-resolution photoionization measurements, and the core-hole lifetime of K-shell ionized neutral silicon is inferred. In addition, theoretical cross sections for photoabsorption and multiple photoionization were obtained from large-scale Multi-Configuration Dirac-Hartree-Fock (MCDHF) calculations. The present calculations agree with the experiment much better than previously published theoretical results. The importance of an accurate energy calibration of laboratory data is pointed out. The present benchmark results are particularly useful for discriminating between silicon absorption in the gaseous and in the solid component (dust grains) of the interstellar medium.

Using the photon-ion merged-beams technique at a synchrotron light source, we have measured relative cross sections for single and up to five-fold photoionization of Fe$^{2+}$ ions in the energy range 690--920 eV. This range contains thresholds and resonances associated with ionization and excitation of $2p$ and $2s$ electrons. Calculations were performed to simulate the total absorption spectra. The theoretical results show very good agreement with the experimental data, if overall energy shifts of up to 2.5 eV are applied to the calculated resonance positions and assumptions are made about the initial experimental population of the various levels of the Fe$^{2+}$([Ar]$3d^6$) ground configuration. Furthermore, we performed extensive calculations of the Auger cascades that result when an electron is removed from the $2p$ subshell of Fe$^{2+}$. These computations lead to a better agreement with the measured product-charge-state distributions as compared to earlier work. We conclude that the $L$-shell absorption features of low-charged iron ions are useful for identifying gas-phase iron in the interstellar medium and for discriminating against the various forms of condensed-phase iron bound to composite interstellar dust grains.

We review recent work on the photoionization of atomic ions of astrophysical interest that has been carried out at the photon-ion merged-beams setup PIPE, a permanently installed end station at the XUV beamline P04 of the PETRAIII synchrotron radiation source operated by DESY in Hamburg, Germany. Our results on single and multiple L-shell photoionization of Fe+, Fe2+, and Fe3+ ions and on single and multiple K-shell photoionization of C-, C+, C4+, Ne+, and Si2+ ions are discussed in astrophysical contexts. Moreover, these experimental results bear witness of the fact, that the implementation of the photon-ion merged-beams method at one of the world's brightest synchrotron light sources has led to a breakthrough for the experimental study of atomic inner-shell photoionization processes with ions.

Relative cross sections for $m$-fold photoionization ($m=1,\ldots,5$) of Fe$^{3+}$ by single photon absorption were measured employing the photon-ion merged-beams setup PIPE at the PETRA III synchrotron light source operated at DESY in Hamburg, Germany. The photon energies used spanned the range of $680-950\,\mathrm{eV}$, covering both the photoexcitation resonances from the $2p$ and $2s$ shells as well as the direct ionization from both shells. Multiconfiguration Dirac-Hartree-Fock (MCDHF) calculations were performed to simulate the total photoexcitation spectra. Good agreement was found with the experimental results. These computations helped to assign several strong resonance features to specific transitions. We also carried out Hartree-Fock calculations with relativistic extensions taking into account both photoexcitation and photoionization. Furthermore, we performed extensive MCDHF calculations of the Auger cascades that result when an electron is removed from the $2p$ and $2s$ shells of Fe$^{3+}$. Our theoretically predicted charge-state fractions are in good agreement with the experimental results, representing a substantial improvement over previous theoretical calculations. The main reason for the disagreement with the previous calculations is their lack of inclusion of slow Auger decays of several configurations that can only proceed when accompanied by de-excitation of two electrons. In such cases, this additional shake-down transition of a (sub-)valence electron is required to gain the necessary energy for the release of the Auger electron.

Absolute cross sections for m-fold photoionization (m=1,...,6) of Fe+ by a single photon were measured employing the photon-ion merged-beams setup PIPE at the PETRA III synchrotron light source, operated by DESY in Hamburg, Germany. Photon energies were in the range 680-920 eV which covers the photoionization resonances associated with 2p and 2s excitation to higher atomic shells as well as the thresholds for 2p and 2s ionization. The corresponding resonance positions were measured with an uncertainty of +- 0.2 eV. The cross section for Fe+ photoabsorption is derived as the sum of the individually measured cross-sections for m-fold ionization. Calculations of the Fe+ absorption cross sections have been carried out using two different theoretical approaches, Hartree-Fock including relativistic extensions and fully relativistic Multi-Configuration Dirac Fock. Apart from overall energy shifts of up to about 3 eV, the theoretical cross sections are in good agreement with each other and with the experimental results. In addition, the complex deexcitation cascades after the creation of inner-shell holes in the Fe+ ion have been tracked on the atomic fine-structure level. The corresponding theoretical results for the product charge-state distributions are in much better agreement with the experimental data than previously published configuration-average results. The present experimental and theoretical results are valuable for opacity calculations and are expected to pave the way to a more accurate determination of the iron abundance in the interstellar medium.

We have measured electron impact ionization (EII) for Fe 7+ from the ionization threshold up to 1200 eV. The measurements were performed using the TSR heavy ion storage ring. The ions were stored long enough prior to measurement to remove most metastables, resulting in a beam of 94% ground state ions. Comparing with the previously recommended atomic data, we find that the Arnaud & Raymond (1992) cross section is up to about 40\% larger than our measurement, with the largest discrepancies below about 400~eV. The cross section of Dere (2007) agrees to within 10%, which is about the magnitude of the experimental uncertainties. The remaining discrepancies between measurement and the most recent theory are likely due to shortcomings in the theoretical treatment of the excitation-autoionization contribution.

Absolute cross sections for the K-shell photoionization of Be-like boron ions were measured with the ion-photon merged-beams technique at the Advanced Light Source synchrotron radiation facility. High-resolution spectroscopy with E/$Δ$E up to 8800 ($Δ$E $\sim$ 22 meV) covered the energy ranges 193.7 -- 194.7 eV and 209 -- 215 eV. Lifetimes of the strongest resonances are determined with relative uncertainties down to approximately 4% for the broadest resonance. The measured resonance strengths are consistent with 60 % $\rm 1s^22s^2$ $^1S$ ground-state and 40 % $\rm 1s^22s2p$ $^3P^o$ metastable-state ions in the primary ion beam and confirmed by comparison with independent absolute photo-recombination heavy-ion storage-ring measurements with B$^{2+}$ ions using the principle of detailed balance. Experimental determination of the line width for the $\rm 1s2s^22p$ $^1$P$^{\rm o}$ resonance gives a value of 47 $\pm$ 2 meV and compares favourably to a theoretical estimate of 47 meV from the R-matrix with pseudo-states (RMPS) method. The measured line widths of the $\rm 1s2s2p^2$ $^3$P, $^3$D resonances are 10.0 $\pm$ 2 meV and 32 $\pm$ 3meV, respectively, compared to RMPS theoretical estimates of 9 meV and 34 meV.

We have measured electron-ion recombination for Fe XII forming Fe XI using a merged beams configuration at the heavy-ion storage ring TSR located at the Max Planck Institute for Nuclear Physics in Heidelberg, Germany. The measured merged beams recombination rate coefficient (MBRRC) for collision energies from 0 to 1500 eV is presented. This work uses a new method for determining the absolute MBRRC based on a comparison of the ion beam decay rate with and without the electron beam on. For energies below 75 eV, the spectrum is dominated by dielectronic recombination (DR) resonances associated with 3s-3p and 3p-3d core excitations. At higher energies we observe contributions from 3-N' and 2-N' core excitations DR. We compare our experimental results to state-of-the-art multi-configuration Breit-Pauli (MCBP) calculations and find significant differences, both in resonance energies and strengths. We have extracted the DR contributions from the measured MBRRC data and transformed them into a plasma recombination rate coefficient (PRRC) for temperatures in the range of 10^3 to 10^7 K. We show that the previously recommended DR data for Fe XII significantly underestimate the PRRC at temperatures relevant for both photoionized plasmas (PPs) and collisionaly ionized plasmas (CPs). This is to be contrasted with our MCBP PRRC results which agree with the experiment to within 30% at PP temperatures and even better at CP temperatures. We find this agreement despite the disagreement shown by the detailed comparison between our MCBP and experimental MBRRC results. Lastly, we present a simple parameterized form of the experimentally derived PRRC for easy use in astrophysical modelling codes.

The autoionization linewidth of the [1s(2s2p)$^1$P]$^2$P resonance was measured to be $27 \pm 5$ meV and compares favourably with a theoretical result of 26 meV obtained from the intermediate coupling R-Matrix method. The present photoionization cross section results are compared with the outcome from photorecombination measurements by employing the principle of detailed balance.

Absolute cross sections for the K-shell photoionization of ground-state Li-like boron [B$^{2+}$(1s$^2$2s $^2$S)] ions were measured by employing the ion-photon merged-beams technique at the Advanced Light Source synchrotron radiation facility. The energy ranges 197.5--200.5 eV, 201.9--202.1 eV of the [1s(2s\,2p)$^3$P]$^2$P${\rm ^o}$ and [1s(2s\,2p)$^1$P] $^2$P${\rm ^o}$ resonances, respectively, were investigated using resolving powers of up to 17\,600. The energy range of the experiments was extended to about 238.2 eV yielding energies of the most prominent [1s(2$\ell$\,n$\ell^{\prime}$)]$^2$P$^o$ resonances with an absolute accuracy of the order of 130 ppm. The natural linewidths of the [1s(2s\,2p)$^3$P] $^2$P${\rm ^o}$ and [1s(2s\,2p)$^1$P] $^2$P${\rm ^o}$ resonances were measured to be $4.8 \pm 0.6$ meV and $29.7 \pm 2.5$ meV, respectively, which compare favourably with theoretical results of 4.40 meV and 30.53 meV determined using an intermediate coupling R-matrix method.

We report ionization cross section measurements for electron impact single ionization (EISI) of Fe^11+$ forming Fe^12+ and electron impact double ionization (EIDI) of Fe^11+ forming Fe^13+. The measurements cover the center-of-mass energy range from approximately 230 eV to 2300 eV. The experiment was performed using the heavy ion storage ring TSR located at the Max-Planck-Institut fur Kernphysik in Heidelberg, Germany. The storage ring approach allows nearly all metastable levels to relax to the ground state before data collection begins. We find that the cross section for single ionization is 30% smaller than was previously measured in a single pass experiment using an ion beam with an unknown metastable fraction. We also find some significant differences between our experimental cross section for single ionization and recent distorted wave (DW) calculations. The DW Maxwellian EISI rate coefficient for Fe^11+ forming Fe^12+ may be underestimated by as much as 25% at temperatures for which Fe^11+ is abundant in collisional ionization equilibrium. This is likely due to the absence of 3s excitation-autoionization (EA) in the calculations. However, a precise measurement of the cross section due to this EA channel was not possible because this process is not distinguishable experimentally from electron impact excitation of an n=3 electron to levels of n > 44 followed by field ionization in the charge state analyzer after the interaction region. Our experimental results also indicate that the double ionization cross section is dominated by the indirect process in which direct single ionization of an inner shell 2l electron is followed by autoionization resulting in a net double ionization.

The experimental and data reduction procedures are outlined. The role of previously disregarded processes such as fine-structure core excitations and trielectronic recombination is highlighted. Plasma rate coefficients for dielectronic recombination of Fe^q+ ions (q=7-10, 13-22) and Ni^25+ are presented graphically and in a simple parameterized form allowing for easy use in plasma modeling codes. It is concluded that storage-ring experiments are presently the only source for reliable low-temperature dielectronic recombination rate-coefficients of complex ions.

We have measured electron-ion recombination for Fe$^{9+}$ forming Fe$^{8+}$ and for Fe$^{10+}$ forming Fe$^{9+}$ using merged beams at the TSR heavy-ion storage-ring in Heidelberg. The measured merged beams recombination rate coefficients (MBRRC) for relative energies from 0 to 75 eV are presented, covering all dielectronic recombination (DR) resonances associated with 3s->3p and 3p->3d core transitions in the spectroscopic species Fe X and Fe XI, respectively. We compare our experimental results to multi-configuration Breit-Pauli (MCBP) calculations and find significant differences. From the measured MBRRC we have extracted the DR contributions and transform them into plasma recombination rate coefficients (PRRC) for astrophysical plasmas with temperatures from 10^2 to 10^7 K. This spans across the regimes where each ion forms in photoionized or in collisionally ionized plasmas. For both temperature regimes the experimental uncertainties are 25% at a 90% confidence level. The formerly recommended DR data severely underestimated the rate coefficient at temperatures relevant for photoionized gas. At the temperatures relevant for photoionized gas, we find agreement between our experimental results and MCBP theory. At the higher temperatures relevant for collisionally ionized gas, the MCBP calculations yield a Fe XI DR rate coefficent which is significantly larger than the experimentally derived one. We present parameterized fits to our experimentally derived DR PRRC.

We have measured resonance strengths and energies for dielectronic recombination (DR) of Mg-like Fe XV forming Al-like Fe XIV via N=3 -> N' = 3 core excitations in the electron-ion collision energy range 0-45 eV. All measurements were carried out using the heavy-ion Test Storage Ring at the Max Planck Institute for Nuclear Physics in Heidelberg, Germany. We have also carried out new multiconfiguration Breit-Pauli (MCBP) calculations using the AUTOSTRUCTURE code. For electron-ion collision energies < 25 eV we find poor agreement between our experimental and theoretical resonance energies and strengths. From 25 to 42 eV we find good agreement between the two for resonance energies. But in this energy range the theoretical resonance strengths are ~ 31% larger than the experimental results. This is larger than our estimated total experimental uncertainty in this energy range of +/- 26% (at a 90% confidence level). Above 42 eV the difference in the shape between the calculated and measured 3s3p(^1P_1)nl DR series limit we attribute partly to the nl dependence of the detection probabilities of high Rydberg states in the experiment. We have used our measurements, supplemented by our AUTOSTRUCTURE calculations, to produce a Maxwellian-averaged 3 -> 3 DR rate coefficient for Fe XV forming Fe XIV. The resulting rate coefficient is estimated to be accurate to better than +/- 29% (at a 90% confidence level) for k_BT_e > 1 eV. At temperatures of k_BT_e ~ 2.5-15 eV, where Fe XV is predicted to form in photoionized plasmas, significant discrepancies are found between our experimentally-derived rate coefficient and previously published theoretical results. Our new MCBP plasma rate coefficient is 19-28% smaller than our experimental results over this temperature range.

The measured energy range of 0-260 eV encompassed all dielectronic recombination (DR) 1s2 2s2 2p6 3l 3l' 3l'' nl''' resonances associated with the 3p1/2 -> 3p3/2, 3s -> 3p, 3p -> 3d and 3s -> 3d core excitations within the M-shell of the Fe XIV 1s2 2s2 2p6 3s2 3p parent ion. This range also includes the 1s2 2s2 2p6 3l 3l' 4l'' nl''' resonances associated with 3s -> 4l'' and 3p -> 4l'' core excitations. We find that in the temperature range 2--14 eV, where Fe XIV is expected to form in a photoionized plasma, the Fe XIV recombination rate coefficient is orders of magnitude larger than previously calculated values.

The rate coefficients in a plasma are derived and parameterized by using a convenient fit formula. The experimentally derived rate coefficients are compared with theoretical data by Colgan et al. (2004, A&A, 417, 1183) and Nahar & Pradhan (1997, ApJ, 111, 339) as well as with the recommended rate coefficients by Mazzotta et al. (1998, A&A, 133, 403). The data of Colgan et al. and Nahar & Pradhan reproduce the experiment very well over the temperature ranges where N V and Ne VIII are expected to exist in photoionized as well as in collisionally ionized plasmas. In contrast, the recommendation of Mazzotta et al. agrees with the experimental rate coefficient only in the temperature range of collisional ionization. At lower temperatures it deviates from the measured rate coefficient by orders of magnitude. In addition the influence of external electric fields with field strengths up to 1300 V/cm on the dielectronic recombination rate coefficient has been investigated.

The rate coefficient for radiative and dielectronic recombination of berylliumlike magnesium ions was measured with high resolution at the Heidelberg heavy-ion storage ring TSR. In the electron-ion collision energy range 0-207 eV resonances due to 2s -> 2p (Delta N = 0) and 2s -> 3l (Delta N=1) core excitations were detected. At low energies below 0.15 eV the recombination rate coefficient is dominated by strong 1s2 (2s 2p 3P) 7l resonances with the strongest one occuring at an energy of only 21 meV. These resonances decisively influence the Mg IX recombination rate coefficient in a low temperature plasma. The experimentally derived Mg IX dielectronic recombination rate coefficient (+-15% systematical uncertainty) is compared with the recommendation by Mazzotta et al. (1998, A&AS, 133, 403) and the recent calculations by Gu (2003, ApJ, 590, 1131) and by Colgan et al. (2003, A&A, 412, 597). These results deviate from the experimental rate coefficient by 130%, 82% and 25%, respectively, at the temperature where the fractional abundance of Mg IX is expected to peak in a photoionized plasma. At this temperature a theoretical uncertainty in the 1s2 (2s 2p 3P) 7l resonance positions of only 100 meV would translate into an uncertainty of the plasma rate coefficient of almost a factor 3. This finding emphasizes that an accurate theoretical calculation of the Mg IX recombination rate coefficient from first principles is challenging.

We have measured the resonance strengths and energies for dielectronic recombination (DR) of Fe XX forming Fe XIX via N=2 --> N'=2 (Delta_N=0) core excitations. We have also calculated the DR resonance strengths and energies using AUTOSTRUCTURE, HULLAC, MCDF, and R-matrix methods, four different state-of-the-art theoretical techniques. On average the theoretical resonance strengths agree to within <~10% with experiment. However, the 1 sigma standard deviation for the ratios of the theoretical-to-experimental resonance strengths is >~30% which is significantly larger than the estimated relative experimental uncertainty of <~10%. This suggests that similar errors exist in the calculated level populations and line emission spectrum of the recombined ion. We confirm that theoretical methods based on inverse-photoionization calculations (e.g., undamped R-matrix methods) will severely overestimate the strength of the DR process unless they include the effects of radiation damping. We also find that the coupling between the DR and radiative recombination (RR) channels is small. We have used our experimental and theoretical results to produce Maxwellian-averaged rate coefficients for Delta_N=0 DR of Fe XX. For kT>~1 eV, which includes the predicted formation temperatures for Fe XX in an optically thin, low-density photoionized plasma with cosmic abundances, our experimental and theoretical results are in good agreement. We have also used our R-matrix results, topped off using AUTOSTRUCTURE for RR into J>=25 levels, to calculate the rate coefficient for RR of Fe XX. Our RR results are in good agreement with previously published calculations.

The low energy C IV dielectronic recombination (DR) rate coefficient associated with 2s-2p Delta n=0 excitations of this lithiumlike ion has been measured with high energy-resolution at the heavy-ion storage-ring TSR of the Max-Planck-Institut fuer Kernphysik in Heidelberg, Germany. The experimental procedure and especially the experimental detection probabilities for the high Rydberg states produced by the recombination of this ion are discussed in detail. From the experimental data a Maxwellian plasma rate coefficient is derived with 15% systematic uncertainty and parameterized for ready use in plasma modeling codes. Our experimental result especially benchmarks the plasma rate coefficient below 10000 K where DR occurs predominantly via C III (1s2 2p 4l) intermediate states and where existing theories differ by orders of magnitude. Furthermore, we find that the total dielectronic and radiative C IV recombination can be represented by the incoherent sum of our DR rate coefficient and the RR rate coefficient of Pequignot et al. (1991, Astron. Astrophys., 251, 680).

Dielectronic recombination(DR) of lithium-like Ti19+(1s2 2s) ions via 2s->2p core excitations has been measured at the Heidelberg heavy ion storage ring TSR. We find that not only external electric fields (0 <= Ey <= 280 V/cm) but also crossed magnetic fields (30 mT <= Bz <= 80 mT) influence the DR via high-n (2p_j nl)-Rydberg resonances. This result confirms our previous finding for isoelectronic Cl14+ ions [Bartsch T et al, PRL 82, 3779 (1999)] that experimentally established the sensitivity of DR to ExB fields. In the present investigation the larger 2p_{1/2}-2p_{3/2} fine structure splitting of Ti19+ allowed us to study separately the influence of external fields via the two series of Rydberg DR resonances attached to the 2s -> 2p_{1/2} and 2s -> 2p_{3/2} excitations of the Li-like core, extracting initial slopes and saturation fields of the enhancement. We find that for Ey > 80 V/cm the field induced enhancement is about 1.8 times stronger for the 2p_{3/2} series than for the 2p_{1/2} series.

Absolute dielectronic recombination (DR) rates for lithium-like Ni$^{25+}$($1s^2 2s$) ions were measured at high-energy resolution at the Heidelberg heavy-ion storage ring TSR. We studied the center-of-mass energy range 0--130 eV which covers all $Δn$=0 core excitations. The influence of external crossed electric (0--300 V/cm) and magnetic (41.8--80.1 mT) fields was investigated. For the measurement at near-zero electric field resonance energies and strengths are given for Rydberg levels up to n$=$32; also Maxwellian plasma rate coefficients for the $Δn$=0 DR at electron temperatures between 0.5 and 200 eV are provided. For increasing electric field strength we find that for both the $2p_{1/2}$ and the $2p_{3/2}$ series of Ni$^{24+}$($1s^2 2p_j n\ell$) Rydberg resonances with n>30 the DR rate coefficient increases approximately linearly by up to a factor of 1.5. The relative increase due to the applied electric field for Ni$^{25+}$ is remarkably lower than that found in previous measurements with lighter isoelectronic Si$^{11+}$, Cl$^{14+}$ and also Ti$^{19+}$ ions, [T. Bartsch et al, Phys. Rev. Lett. {\bf 79}, 2233 (1997); {\bf 82}, 3779 (1999) and to be published] and in contrast to the results for lighter ions no clear dependence of the electric field enhancement on the magnetic field strength is found. The Maxwellian plasma rate coefficients for $Δn$=0 DR of Ni$^{25+}$ are enhanced by at most 11% in the presence of the strongest experimentally applied fields.

In photoionized gases with cosmic abundances, dielectronic recombination (DR) proceeds primarily via nlj --> nl'j' core excitations (Dn=0 DR). We have measured the resonance strengths and energies for Fe XVIII to Fe XVII and Fe XIX to Fe XVIII Dn=0 DR. Using our measurements, we have calculated the Fe XVIII and Fe XIX Dn=0 DR DR rate coefficients. Significant discrepancies exist between our inferred rates and those of published calculations. These calculations overestimate the DR rates by factors of ~2 or underestimate it by factors of ~2 to orders of magnitude, but none are in good agreement with our results. Almost all published DR rates for modeling cosmic plasmas are computed using the same theoretical techniques as the above-mentioned calculations. Hence, our measurements call into question all theoretical Dn=0 DR rates used for ionization balance calculations of cosmic plasmas. At temperatures where the Fe XVIII and Fe XIX fractional abundances are predicted to peak in photoionized gases of cosmic abundances, the theoretical rates underestimate the Fe XVIII DR rate by a factor of ~2 and overestimate the Fe XIX DR rate by a factor of ~1.6. We have carried out new multiconfiguration Dirac-Fock and multiconfiguration Breit-Pauli calculations which agree with our measured resonance strengths and rate coefficients to within typically better than <~30%. We provide a fit to our inferred rate coefficients for use in plasma modeling. Using our DR measurements, we infer a factor of ~2 error in the Fe XX through Fe XXIV Dn=0 DR rates. We investigate the effects of this estimated error for the well-known thermal instability of photoionized gas. We find that errors in these rates cannot remove the instability, but they do dramatically affect the range in parameter space over which it forms.
