In this paper we continue our study of the scientific research carried out at the Institute of Physics of the National University of La Plata during the first half of the 20th century, and of the important role played by the physicist Ramon G. Loyarte. Based on his studies, alone or in collaboration with members of the Institute, towards the end of the 1920s Loyarte proposed the possible existence of a new quantum of rotational energy in the mercury atom. This idea raised criticism and generated a fierce scientific controversy that reached the national and international academic media. We analyse this controversy by studying the comments that appeared in international review journals. We also study Loyarte's activities in politics and science policy in Argentina in the 1930s and 1940s, where he was responsible for interesting political and scientific initiatives.

We analyse the scientific research carried out at the Institute of Physics of the National University of La Plata in the first half of the 20th century, and the cultural and social context in which they were immersed. We focus especially on the activities carried out by the Argentine physicist Ramon G. Loyarte, who was an emblematic personality in the scientific, educational, cultural and political world of Argentina in those years. We discuss his most important works in experimental physics and quantum mechanics, his activities in the management and promotion of science and the international impact of his scientific proposals, as well as the origin of the controversies unleashed by his most daring ideas. For the latter topics we employ a novel tool: we examine the comments on his work published in prestigious international scientific review journals, which help to understand Loyarte's findings in a more comprehensive and contemporary way.

In this paper we study the impact that this initiative had on the modernisation of physics teaching at secondary and university level in Argentina. We focus on two of the most representative graduates of the Institute in those years, Ramon G. Loyarte and Enrique Loedel Palumbo, and analyse their most important pedagogical works and the public reception they received. These works are a sample of the contribution of the Institute of Physics to the raising of the level of national education in the field of physical sciences in the first half of the 20th century.

In association with a large solar flare on November 7, 2004, the solar neutron detectors located at Mt. Chacaltaya (5,250m) in Bolivia and Mt. Sierra Negra (4,600m) in Mexico recorded very interesting events. In this paper we consider Montevideo's liberal progressive atmosphere towards the end of the nineteenth century and, within it, the trajectory of young science student Enrique Loedel Palumbo. We discuss some of his activities in Argentina, where he moved to study Physics at a new and well-equipped Physics Institute at the National University of La Plata, where he would later become a leading figure. Initially Loedel Palumbo worked on the structure of complex molecules based on their magnetic, electric and optical properties. Later, when Einstein visited Argentina in 1925, he had chance to exchange ideas, which led to the publication of the first of a series of papers on the Theory of Relativity in some of Germany's leading scientific journals. Loedel Palumbo integrated fully with the intellectual life of his adopted country, becoming one of Argentina's top physicists and philosophers of science of his day. He is a valuable example of the deep intertwining of the intellectual life of Uruguay and Argentina in the first-half of the twentieth century. Like his Argentine colleagues, he also experienced the consequences of living through a complex historical period.

We have found an interesting event registered by the solar neutron telescopes installed at high mountains in Bolivia (5250 m a.s.l.) and Mexico (4600 m a.s.l.). The event was observed November 7th of 2004 in association with a large solar flare of magnitude X2.0. Some features in our registers and in two satellites (GOES 11 and SOHO) reveal the presence of electrons and protons as possible products of neutron decay. Solar neutron decay protons (sndp) were recorded on board ISEE3 satellite in June 3rd, 1982 . On October 19th, 1989, the ground level detectors installed in Goose Bay and Deep River revealed the registration of solar neutron decay protons (sndp). Therefore this is the second example that such an evidence is registered on the Earth's surface.

Four observations of Starlink's LEO communication satellites, Darksat and STARLINK-1113, were conducted on two nights with two telescopes. The Chakana 0.6\,m telescope at the Ckoirama observatory (Chile) observed both satellites on 5\,Mar\,2020 (UTC) and 7\,Mar\,2020 (UTC) using a Sloan r' and Sloan i' filter, respectively. The ESO VISTA 4.1\,m telescope with the VIRCAM instrument observed both satellites on 5\,Mar\,2020 (UTC) and 7\,Mar\,2020 (UTC) in the NIR J-band and Ks-band, respectively. The calibration, image processing, and analysis of the Darksat images give r\,$\approx$\,5.6\,mag, i\,$\approx$\,5.0\,mag, J\,$\approx$\,4.2\,mag, and Ks\,$\approx$\,4.0\,mag when scaled to a range of 550\,km (airmass $=1$) and corrected for the solar incidence and observer phase angles. In comparison, the STARLINK-1113 images give r\,$\approx$\,4.9\,mag, i\,$\approx$\,4.4\,mag, J\,$\approx$\,3.8\,mag, and Ks\,$\approx$\,3.6\,mag when corrected for range, solar incidence, and observer phase angles. The data and results presented in this work show that the special darkening coating used by Starlink for Darksat has darkened the Sloan r' magnitude by 50\,\%, Sloan i' magnitude by 42\,\%, NIR J magnitude by 32\,\%, and NIR Ks magnitude by 28\,\%. The results show that both satellites increase in reflective brightness with increasing wavelength and that the effectiveness of the darkening treatment is reduced at longer wavelengths. This shows that the mitigation strategies being developed by Starlink and other LEO satellite operators need to take into account other wavelengths, not just the optical. This work highlights the continued importance of obtaining multi-wavelength observations of many different LEO satellites in order to characterise their reflective properties and to aid the community in developing impact simulations and developing mitigation tools.

Measure the Sloan g' magnitudes of the Starlink's STARLINK-1130 (Darksat) and 1113 LEO communication satellites and determine the effectiveness of the Darksat darkening treatment at 475.4\,nm. Two observations of the Starlink's Darksat LEO communication satellite were conducted on 2020/02/08 and 2020/03/06 using a Sloan r' and g' filter respectively. While a second satellite, STARLINK-1113 was observed on 2020/03/06 using a Sloan g' filter. The initial observation on 2020/02/08 was a test observation when Darksat was still manoeuvring to its nominal orbit and orientation. Based on the successful test observation, the first main observation was conducted on 2020/03/06 along with an observation of the second Starlink satellite. The calibration, image processing and analysis of the Darksat Sloan g' image gives an estimated Sloan g' magnitude of $7.46\pm0.04$ at a range of 976.50\,km. For STARLINK-1113 an estimated Sloan g' magnitude of $6.59\pm0.05$ at a range of 941.62\,km was found. When scaled to a range of 550\,km and corrected for the solar and observer phase angles, a reduction by a factor of two is seen in the reflected solar flux between Darksat and STARLINK-1113. The data and results presented in this work, show that the special darkening coating used by Starlink for Darksat has darkened the Sloan g' magnitude by $0.77\pm0.05$\,mag, when the range is equal to a nominal orbital height (550\,km). This result will serve members of the astronomical community modelling the satellite mega-constellations, to ascertain their true impact on both the amateur and professional astronomical communities. Concurrent and further observations are planned to cover the full optical and NIR spectrum, from an ensemble of instruments, telescopes and observatories.

Twenty years have passed since first light for the Sloan Digital Sky Survey (SDSS). Here, we release data taken by the fourth phase of SDSS (SDSS-IV) across its first three years of operation (July 2014-July 2017). This is the third data release for SDSS-IV, and the fifteenth from SDSS (Data Release Fifteen; DR15). New data come from MaNGA - we release 4824 datacubes, as well as the first stellar spectra in the MaNGA Stellar Library (MaStar), the first set of survey-supported analysis products (e.g. stellar and gas kinematics, emission line, and other maps) from the MaNGA Data Analysis Pipeline (DAP), and a new data visualisation and access tool we call "Marvin". The next data release, DR16, will include new data from both APOGEE-2 and eBOSS; those surveys release no new data here, but we document updates and corrections to their data processing pipelines. The release is cumulative; it also includes the most recent reductions and calibrations of all data taken by SDSS since first light. In this paper we describe the location and format of the data and tools and cite technical references describing how it was obtained and processed. The SDSS website (www.sdss.org) has also been updated, providing links to data downloads, tutorials and examples of data use. While SDSS-IV will continue to collect astronomical data until 2020, and will be followed by SDSS-V (2020-2025), we end this paper by describing plans to ensure the sustainability of the SDSS data archive for many years beyond the collection of data.

In previous works we have considered various aspects of the reception of the theories of Albert Einstein in our country. In particular, we discussed the impact of his visit to Argentina in 1925, and the precise content of the conferences and scientific publications that Einstein communicated while he was here. We have also discussed, critically, different documents on topics related to the theory of relativity published in the country during the first decades of the last century, in which the technical level was extremely varied. Finally, we have dealt with a forgotten document, which Einstein prepared for his visit but, once in the country, thought it convenient not to communicate. In the present work, which is part of that same line of research, we propose to consider the scientific, cultural and pedagogical career of Enrique Loedel Palumbo (1901-1962), who was one of the main local actors during Einstein's visit to Argentina. He was also one of the founders of the research on relativity issues in the Rio de la Plata. In addition to his strictly scientific interests, Loedel Palumbo took seriously the pedagogy of science and became interested in philosophical, cultural and artistic problems of his time.

We present a brief review of the impact that Albert Einstein's visit to Argentina had on the scientific community and on the general public. Among other particularities, his visit was, at a certain point, somewhat disconcerting: not only because of the complexity of his ideas, but also because of his appearance, which did not fit with the image of the wise visitor firmly seated in the minds of his interlocutors. His openness and tendency to ironize, especially in his first interviews with the press, first disorientated journalists and later also some members of his intellectual audience. Einstein, then, forced a revision of both the image of the wise man and that of spacetime.

SDSS-IV MaNGA: A Distinct Mass Distribution Explored in Slow-Rotating Early-type Galaxies

We study the radial acceleration relation (RAR) for early-type galaxies (ETGs) in the SDSS MaNGA MPL5 dataset. The complete ETG sample show a slightly offset RAR from the relation reported by McGaugh et al. (2016) at the low-acceleration end; we find that the deviation is due to the fact that the slow rotators show a systematically higher acceleration relation than the McGaugh's RAR, while the fast rotators show a consistent acceleration relation to McGaugh's RAR. There is a 1σsignificant difference between the acceleration relations of the fast and slow rotators, suggesting that the acceleration relation correlates with the galactic spins, and that the slow rotators may have a different mass distribution compared with fast rotators and late-type galaxies. We suspect that the acceleration relation deviation of slow rotators may be attributed to more galaxy merger events, which would disrupt the original spins and correlated distributions of baryons and dark matter orbits in galaxies.

The fourth generation of the Sloan Digital Sky Survey (SDSS-IV) has been in operation since July 2014. This paper describes the second data release from this phase, and the fourteenth from SDSS overall (making this, Data Release Fourteen or DR14). This release makes public data taken by SDSS-IV in its first two years of operation (July 2014-2016). Like all previous SDSS releases, DR14 is cumulative, including the most recent reductions and calibrations of all data taken by SDSS since the first phase began operations in 2000. New in DR14 is the first public release of data from the extended Baryon Oscillation Spectroscopic Survey (eBOSS); the first data from the second phase of the Apache Point Observatory (APO) Galactic Evolution Experiment (APOGEE-2), including stellar parameter estimates from an innovative data driven machine learning algorithm known as "The Cannon"; and almost twice as many data cubes from the Mapping Nearby Galaxies at APO (MaNGA) survey as were in the previous release (N = 2812 in total). This paper describes the location and format of the publicly available data from SDSS-IV surveys. We provide references to the important technical papers describing how these data have been taken (both targeting and observation details) and processed for scientific use. The SDSS website (www.sdss.org) has been updated for this release, and provides links to data downloads, as well as tutorials and examples of data use. SDSS-IV is planning to continue to collect astronomical data until 2020, and will be followed by SDSS-V.

Observing the early years of the 1920's, it is possible to detect a fracture in the perception of relativity theory in Argentina, characterized by the publication of a series of strictly scientific studies on this theory, in parallel with presentations aimed at the general culture. In this work, we attempt to relate this fracture with the advances made by Anti-Positivist ideas in the higher echelons of Argentine culture. The new philosophical approach configured a new vision of science that questioned the traditional methodology of the experimental sciences and attributed to the theoretical sciences a more prominent role than they had in the past. In this work, we present a detailed account of a 1923 paper by José B. Collo and Teófilo Isnardi, two young Argentine physicists trained in Germany, which is a representative contribution to this new trend.

In 1922 the University of Buenos Aires (UBA) Council approved a motion to send an invitation to Albert Einstein to visit Argentina and give a course of lectures on his theory of relativity. The motion was proposed by Jorge Duclout (1856-1927), who had been educated at the Eidgenossische Technische Hochschule, Zurich (ETH). This proposal was the culmination of a series of initiatives of various Argentine intellectuals interested in the theory of relativity. In a very short time Dr. Mauricio Nirenstein (1877-1935), then the university's administrative secretary, fulfilled all the requirements for the university's invitation to be endorsed and delivered to the sage in Berlin. The visit took place three years later, in March-April 1925.
The Argentine press received Einstein with great interest and respect; his early exchanges covered a wide range of topics, including international politics and Jewish matters. Naturally, the journalists were more eager to hear from the eminent pacifist than from the incomprehensible physicist. However, after his initial openness with the press, the situation changed and Einstein restricted his public discourse to topics on theoretical physics, avoiding some controversial political, religious, or philosophical matters that he had freely touched upon in earlier interviews.. First echoes of relativity in Argentine astronomy

We consider the attitude of astronomers in Argentina in connection with the new problems posed by relativity theory, before and after GR was presented. We begin considering the sequence of "technical" publications that appeared and use it to attempt to identify who were the relativity leaders and authors in the Argentina scientific community of the 1910-1920s. Among them there are natives of Argentina, permanent resident scientists, and occasional foreign visitors. They are either academic scientists, or high school teachers; we leave aside the {\it philosophers} and the {\it aficionados}. We discuss the scientific facts and publications they handled, the modernity of their information and the "language" they use to transmit their ideas. Finally, we consider astronomers proper; first Charles Perrine, an astronomer interested in astrophysics, contracted by the government of Argentina in the USA as director of its main observatory. He became interested in testing the possible deflection of light rays by the Sun towards 1912; his Argentine expedition was the first to attempt that test. Perhaps Perrine was not so much interested in relativity as in testing the particular astronomical effects it predicted. In any case, he attempted the test with the acquiescence and financial support of the Argentine state, and as a leading member of its official scientific elite. We contrast his very specific and strictly scientific efforts with those of our second astronomer, José Ubach, SJ, a secondary school teacher of science at a leading Buenos Aires Catholic school who reported in response to Eddington's expedition. Finally, our third astronomer is Félix Aguilar, who made an effort to contribute to the public understanding of Einstein's theories in 1924, when Einstein's visit to Argentina had become a certainty. In an article published by Mauricio Nirenstein in 1925, a few months after the visit of Albert Einstein to Argentina, the author wrote various comments and references relative to the scientist's visit. In particular, Nirenstein mentioned a personal conversation he had with Einstein in which the sage expressed many interesting ideas on the epistemology of physical sciences. In a note to that article, it was indicated that Einstein would have left in the hands of Nirenstein some notes of a speech he wanted to deliver at the University of Buenos Aires. From 1931 onwards there appeared in a few journals of this city, different versions of what became known as the "inedito" of Einstein. In this paper we discuss both the facts and the individuals. We analyse briefly the "inedito" and we compare it with the two introductory lectures Einstein delivered at the University of Buenos Aires and at the Faculty of Science.

Discovery of warm and dense molecular gas surrounding the ring nebula G79.29+0.46

We present for the first time the detection of mid-J CO line emission in the outskirts of an evolved massive star, which indicates the presence of warm and/or high density molecular gas. Aiming to learn about the interplay between evolved massive stars and their surroundings, we have carried out CO J=2-1, J=3-2, and (13)CO J=2-1 line observations in a 4'x4' field around the ring nebula G79.29+0.46, which is illuminated by a strong candidate to LBV star. The whole field shows extended predominant emission in both CO and (13)CO J=2-1 lines, which probably comes from the large cloud which contains the star forming region DR15. When this large-scale emission is removed, minor scales features become evident, particularly in the CO J=3-2 line, strikingly coincident with the ring nebula. The high critical density of CO J=3-2 (some 10^4 cm^(-3)) gives additional support for the association with the massive star, since high density molecular gas has more chances to survive in such a harsh environment. This structure may have been produced by the cumulative effect of a strong steady wind in the LBV stage or earlier, which has compressed the surviving parent molecular cloud. In addition, immersed within this CO feature, we have also discovered a higher density clump (at least several 10^5 cm^(-3)), unresolved by the telescope and probably having a higher kinetic temperature. Towards the clump, the presence of a jump of 14-16 km/s in the gas velocity may indicate the existence of a shockfront. This clump may have been created by at least one mass eruption, 10^3 - 10^4 yr ago. Thus, this work shows that not all the molecular gas is destroyed during massive star evolution, and consequently we are dealing with a new laboratory where one can learn about the mass-loss phenomena associated to the brief LBV stage.
