Coherent elastic neutrino-nucleus scattering (CE$ν$NS) is a process in which neutrinos scatter on a nucleus which acts as a single particle. Though the total cross section is large by neutrino standards, CE$ν$NS has long proven difficult to detect, since the deposited energy into the nucleus is $\sim$ keV. In 2017, the COHERENT collaboration announced the detection of CE$ν$NS using a stopped-pion source with CsI detectors, followed up the detection of CE$ν$NS using an Ar target. The detection of CE$ν$NS has spawned a flurry of activities in high-energy physics, inspiring new constraints on beyond the Standard Model (BSM) physics, and new experimental methods. The CE$ν$NS process has important implications for not only high-energy physics, but also astrophysics, nuclear physics, and beyond. This whitepaper discusses the scientific importance of CE$ν$NS, highlighting how present experiments such as COHERENT are informing theory, and also how future experiments will provide a wealth of information across the aforementioned fields of physics.

This white paper provides a comprehensive review of our present understanding of experimental neutrino anomalies that remain unresolved, charting the progress achieved over the last decade at the experimental and phenomenological level, and sets the stage for future programmatic prospects in addressing those anomalies. It is purposed to serve as a guiding and motivational "encyclopedic" reference, with emphasis on needs and options for future exploration that may lead to the ultimate resolution of the anomalies. We see the main experimental, analysis, and theory-driven thrusts that will be essential to achieving this goal being: 1) Cover all anomaly sectors -- given the unresolved nature of all four canonical anomalies, it is imperative to support all pillars of a diverse experimental portfolio, source, reactor, decay-at-rest, decay-in-flight, and other methods/sources, to provide complementary probes of and increased precision for new physics explanations; 2) Pursue diverse signatures -- it is imperative that experiments make design and analysis choices that maximize sensitivity to as broad an array of these potential new physics signatures as possible; 3) Deepen theoretical engagement -- priority in the theory community should be placed on development of standard and beyond standard models relevant to all four short-baseline anomalies and the development of tools for efficient tests of these models with existing and future experimental datasets; 4) Openly share data -- Fluid communication between the experimental and theory communities will be required, which implies that both experimental data releases and theoretical calculations should be publicly available; and 5) Apply robust analysis techniques -- Appropriate statistical treatment is crucial to assess the compatibility of data sets within the context of any given model.

We reassess the viability of a cosmological model including a fourth additional sterile neutrino species that self-interacts through a new pseudoscalar degree of freedom. We perform a series of extensive analyses fitting various combinations of cosmic microwave background (CMB) data from Planck, the Atacama Cosmology Telescope (ACT) and the South Pole Telescope (SPT), both alone and in combination with Baryon Acoustic Oscillation (BAO) and Supernova Ia (SnIa) observations. We show that the scenario under study, although capable to resolve the Hubble tension without worsening the so-called $S_8$ tension about the growth of cosmic structures, is severely constrained by high-multipole polarization data from both Planck and SPT. Intriguingly, when trading Planck TE-EE data for those from ACT, we find a $\gtrsim 3 σ$ preference for a non-zero sterile neutrino mass, $m_s=3.6^{+1.1}_{-0.6}$ eV (68 % C.L.), compatible with the range suggested by longstanding short-baseline (SBL) anomalies in neutrino oscillation experiments. The pseudoscalar model provides indeed a better fit to ACT data compared to $Λ$CDM ($Δχ^2 \simeq -5$, $Δ\rm{AIC}=-1.3$), although in a combined analysis with Planck the $Λ$CDM model is still favoured, as the preference for a non-zero sterile neutrino mass is mostly driven by ACT favouring a higher value for the primordial spectral index $n_s$ with respect to Planck. We show that the mild tension between Planck and ACT is due to the different pattern in the TE and EE power spectra on multipoles between $350 \lesssim \ell \lesssim 1000$. We also check the impact of marginalizing over the gravitational lensing information in Planck data, showing that the model does not solve the CMB lensing anomaly. Future work including higher precision data from current and upcoming CMB ground-based experiments will be crucial to test these results.

Minimal dark energy models, described by the same number of free parameters of the standard cosmological model with cold dark matter plus a cosmological constant to parameterize the dark energy component, constitute very appealing scenarios which may solve long-standing, pending tensions. On the one hand, they alleviate significantly the tension between cosmological observations and the presence of one sterile neutrino motivated by the short-baseline anomalies: we obtain a $95\%$ CL cosmological bound on the mass of a fully thermalized fourth sterile neutrino ($N_{\rm eff}=4$) equal to $m_s<0.65\ (1.3)$~eV within the PEDE (VM) scenarios under consideration. Interestingly, these limits are in agreement with the observations at short-baseline experiments, and the PEDE scenario is favored with respect to the $Λ$CDM case when the full data combination is considered. On the other hand, the Hubble tension is satisfactorily solved in almost all the minimal dark energy schemes explored here. These phenomenological scenarios may therefore shed light on differences arising from near and far universe probes, and also on discrepancies between cosmological and laboratory sterile neutrino searches.

Sterile neutrinos with a mass in the eV range have been invoked as a possible explanation of a variety of short baseline (SBL) neutrino oscillation anomalies. However, if one considers neutrino oscillations between active and sterile neutrinos, such neutrinos would have been fully thermalised in the early universe, and would be therefore in strong conflict with cosmological bounds. In this study we first update cosmological bounds on the mass and energy density of eV-scale sterile neutrinos. We then perform an updated study of a previously proposed model in which the sterile neutrino couples to a new light pseudoscalar degree of freedom. Consistently with previous analyses, we find that the model provides a good fit to all cosmological data and allows the high value of $H_0$ measured in the local universe to be consistent with measurements of the cosmic microwave background. However, new high $\ell$ polarisation data constrain the sterile neutrino mass to be less than approximately 1 eV in this scenario. Finally, we combine the cosmological bounds on the pseudoscalar model with a Bayesian inference analysis of SBL data and conclude that only a sterile mass in narrow ranges around 1 eV remains consistent with both cosmology and SBL data.

We also point out a flavor-universal lower bound on neutrino charges which is obtained from the weak gravity conjecture, that is based on the hypothesis that gravity is the weakest force. We finally present a new flavor-universal upper bound on neutrino charges based on astrophysical observations of Magnetars.

The bounds on the neutrino millicharge and charge radius that follow from, respectively, the GEMMA and COHERENT experiments are presented and discussed.

A number of anomalous results in short-baseline oscillation may hint at the existence of one or more light sterile neutrino states in the eV mass range and have triggered a wave of new experimental efforts to search for a definite signature of oscillations between active and sterile neutrino states. The present paper aims to provide a comprehensive review on the status of light sterile neutrino searches in mid-2019: we discuss not only the basic experimental approaches and sensitivities of reactor, source, atmospheric, and accelerator neutrino oscillation experiments but also the complementary bounds arising from direct neutrino mass experiments and cosmological observations. Moreover, we review current results from global oscillation analyses that include the constraints set by running reactor and atmospheric neutrino experiments. They permit to set tighter bounds on the active-sterile oscillation parameters but as yet are not able to provide a definite conclusion on the existence of eV-scale sterile neutrinos.

However, such a neutrino is incompatible with cosmological data, in particular observations of the Cosmic Microwave Background (CMB) anisotropies. However, this conclusion can change by invoking new physics. One possibility is to introduce a secret interaction in the sterile neutrino sector mediated by a light pseudoscalar. In this pseudoscalar model, CMB data prefer a sterile neutrino mass that is fully compatible with the mass ranges suggested by SBL anomalies. In addition, this model predicts a value of the Hubble parameter which is completely consistent with local measurements.

We present a comprehensive review of keV-scale sterile neutrino Dark Matter, collecting views and insights from all disciplines involved - cosmology, astrophysics, nuclear, and particle physics - in each case viewed from both theoretical and experimental/observational perspectives. After reviewing the role of active neutrinos in particle physics, astrophysics, and cosmology, we focus on sterile neutrinos in the context of the Dark Matter puzzle. Here, we first review the physics motivation for sterile neutrino Dark Matter, based on challenges and tensions in purely cold Dark Matter scenarios. We then round out the discussion by critically summarizing all known constraints on sterile neutrino Dark Matter arising from astrophysical observations, laboratory experiments, and theoretical considerations. In this context, we provide a balanced discourse on the possibly positive signal from X-ray observations. Another focus of the paper concerns the construction of particle physics models, aiming to explain how sterile neutrinos of keV-scale masses could arise in concrete settings beyond the Standard Model of elementary particle physics. The paper ends with an extensive review of current and future astrophysical and laboratory searches, highlighting new ideas and their experimental challenges, as well as future perspectives for the discovery of sterile neutrinos.

We perform a cosmological analysis in which we allow the primordial power spectrum of scalar perturbations to assume a shape that is different from the usual power-law predicted by the simplest models of cosmological inflation. We parameterize the free primordial power spectrum with a "piecewise cubic Hermite interpolating polynomial" (PCHIP). We consider a 3+1 neutrino mixing model with a sterile neutrino having a mass at the eV scale, which can explain the anomalies observed in short-baseline neutrino oscillation experiments. We find that the freedom of the primordial power spectrum allows to reconcile the cosmological data with a fully thermalized sterile neutrino in the early Universe. Moreover, the cosmological analysis gives us some information on the shape of the primordial power spectrum, which presents a feature around the wavenumber $k=0.002\,\text{Mpc}^{-1}$.

We introduce a cosmological invisible decay of the sterile neutrino with the eV-scale mass indicated by short-baseline neutrino oscillation experiments in order to allow its full thermalization in the early Universe. We show that the fit of the cosmological data is practically as good as the fit obtained with a stable sterile neutrino without mass constraints, which has been recently considered by several authors for the explanation of the observed suppression of small-scale matter density fluctuations and for a solution of the tension between the Planck and BICEP2 measurements of the tensor to scalar ratio of large-scale fluctuations. Moreover, the extra relativistic degree of freedom corresponding to a fully thermalized sterile neutrino is correlated with a larger value of the Hubble constant, which is in agreement with local measurements.

The recent discovery of B-modes in the polarization pattern of the Cosmic Microwave Background by the BICEP2 experiment has important implications for neutrino physics. We revisit cosmological bounds on light sterile neutrinos and show that they are compatible with all current cosmological data provided that the mass is relatively low. Using CMB data, including BICEP-2, we find an upper bound of $m_s < 0.85$ eV ($2σ$ Confidence Level). This bound is strengthened to 0.48 eV when HST measurements of $H_0$ are included. However, the inclusion of SZ cluster data from the Planck mission and weak gravitational measurements from the CFHTLenS project favours a non-zero sterile neutrino mass of $0.44^{+0.11}_{-0.16}$ eV. Short baseline neutrino oscillations, on the other hand, indicate a new mass state around 1.2 eV. This mass is highly incompatible with cosmological data if the sterile neutrino is fully thermalised ($Δχ^2>10$). However, if the sterile neutrino only partly thermalises it can be compatible with all current data, both cosmological and terrestrial.

We analyze the most recent cosmological data, including Planck, taking into account the possible existence of a sterile neutrino with a mass at the eV scale indicated by short-baseline neutrino oscillations data in the 3+1 framework. We show that the contribution of local measurements of the Hubble constant induces an increase of the value of the effective number of relativistic degrees of freedom above the Standard Model value, giving an indication in favor of the existence of sterile neutrinos and their contribution to dark radiation. Furthermore, the measurements of the local galaxy cluster mass distribution favor the existence of sterile neutrinos with eV-scale masses, in agreement with short-baseline neutrino oscillations data. In this case there is no tension between cosmological and short-baseline neutrino oscillations data, but the contribution of the sterile neutrino to the effective number of relativistic degrees of freedom is likely to be smaller than one. Considering the Dodelson-Widrow and thermal models for the statistical cosmological distribution of sterile neutrinos, we found that in the Dodelson-Widrow model there is a slightly better compatibility between cosmological and short-baseline neutrino oscillations data and the required suppression of the production of sterile neutrinos in the early Universe is slightly smaller.

We present the results of global analyses of short-baseline neutrino oscillation data in 3+1, 3+2 and 3+1+1 neutrino mixing schemes. We show that the data do not allow us to abandon the simplest 3+1 scheme in favor of the more complex 3+2 and 3+1+1 schemes. We present the allowed region in the 3+1 parameter space, which is located at $Δ{m}^2_{41}$ between 0.82 and 2.19 $\text{eV}^2$ at $3σ$. The case of no oscillations is disfavored by about $6σ$, which decreases dramatically to about $2σ$ if the LSND data are not considered. Hence, new high-precision experiments are needed to check the LSND signal.

Both these parameters have been measured to quite a good precision by the Planck satellite experiment. We use this result to update the bounds on the parameter space of (3+1) sterile neutrino scenarios, with an active-sterile neutrino mass squared splitting in the range (10^{-5} - 10^2 ) eV^2. We consider both normal and inverted mass orderings for the active and sterile states. For the first time we take into account the possibility of two non-vanishing active-sterile mixing angles. We find that the bounds are more stringent than those obtained in laboratory experiments. This leads to a strong tension with the short-baseline hints of light sterile neutrinos. In order to relieve this disagreement, modifications of the standard cosmological scenario, e.g. large primordial neutrino asymmetries, are required.

There are hints, both from cosmology and from neutrino oscillation experiments, that one or two sterile neutrinos with eV masses are favored. We consider the implications of combining data from short baseline neutrino experiments with cosmological observations. In particular we consider cosmological models where the equation of state of dark energy and the curvature are allowed to vary. We find that the consistency of results from short baseline experiments and cosmology is dependent on the cosmological data sets that are used. When the two are consistent, we find that the inclusion of information from short baseline experiments only mildly affects the preferred values of the cosmological model parameters. A universe with a cosmological constant type dark energy and zero curvature is still fully consistent with the data we use. We also report that a thermalized sterile neutrino in the 10 eV range is fully consistent with a wide range of cosmological data as long as information on the matter power spectrum in not taken into account.

Cosmology and short baseline neutrino oscillation data both hint at the existence of light sterile neutrinos with masses in the 1 eV range. Here we perform a detailed analysis of the sterile neutrino scenario using both cosmological and SBL data. We have additionally considered the possibility that the extra neutrino degrees of freedom are not fully thermalised in the early universe. Even when analyzing only cosmological data we find a preference for the existence of massive sterile neutrinos in both (3+1) and (3+2) scenarios, and with the inclusion of SBL data the evidence is formally at the 3.3sigma level in the case of a (3+1) model. Interestingly, cosmological and SBL data both point to the same mass scale of approximately 1 eV. In the (3+1) framework WMAP9+SPT provide a value of the sterile mass eigenstate m_4 = (1.72 \pm 0.65) eV: this result is strenghtened by adding the prior from SBL posterior to m_4 = (1.27 \pm 0.12) eV (m_4 = (1.23 \pm 0.13) eV when SDSS is also considered in the cosmological analysis). In the (3+2) scheme, two additional, non--fully thermalized, neutrinos are compatible with the whole set of cosmological and SBL data, leading to mass values of m_4 = (0.95 \pm 0.30) eV and m_5 = (1.59 \pm 0.49) eV. The inclusion of Planck data does not change our considerations about the mass scale; concerning the extra neutrino degrees of freedom, invoking a partial thermalisation the 3+1 model is still consistent with the latest data.

We discuss the implications for short-baseline electron neutrino disappearance in the 3+1 mixing scheme of the recent Troitsk bounds on the mixing of a neutrino with mass between 2 and 100 eV. Considering the Troitsk data in combination with the results of short-baseline nu_e and antinu_e disappearance experiments, which include the reactor and Gallium anomalies, we derive a 2 sigma allowed range for the effective neutrino squared-mass difference between 0.85 and 43 eV^2. The upper bound implies that it is likely that oscillations in distance and/or energy can be observed in radioactive source experiments. It is also favorable for the ICARUS@CERN experiment, in which it is likely that oscillations are not washed-out in the near detector. We discuss also the implications for neutrinoless double-beta decay.

In this brief review we discuss the generation of Majorana neutrino masses through the see-saw mechanism, the theory of neutrinoless double-beta decay, the implications of neutrino oscillation data for the effective Majorana mass, taking into account the recent Daya Bay measurement of theta_13, and the interpretation of the results of neutrinoless double-beta decay experiments.

In the framework of 3+2 neutrino mixing, CP violation in short-baseline experiments can explain the difference between MiniBooNE neutrino and antineutrino data, but the tension between the data of appearance and disappearance experiments persists because the short-baseline disappearance of electron antineutrinos and muon neutrinos compatible with the LSND and MiniBooNE antineutrino appearance signal has not been observed.

We present an update of our analysis of short-baseline neutrino oscillation data in the framework of 3+1 neutrino mixing taking into account the recent update of MiniBooNE antineutrino data and the recent results of the MINOS search for nu_mu disappearance into sterile neutrinos (the more complicated 3+2 neutrino mixing is not needed since the CP-violating difference between MiniBooNE neutrino and antineutrino data has diminished). The results of our fits of short-baseline neutrino oscillation data including the MiniBooNE low-energy anomaly (now present both in the neutrino and antineutrino data) leads to a strong tension between appearance and disappearance data. Hence, it seems likely that the low-energy anomaly is not due to nu_mu -> nu_e transitions. Excluding the MiniBooNE low-energy anomaly, appearance and disappearance data are marginally compatible. The global analysis has the best-fit point at Delta m^2_{41} about 5.6 eV^2, which is rather large in comparison with cosmological bounds, but there are three regions within 1 sigma at Delta m^2_{41} about 1.6, 1.2, 0.91 eV^2. We also show that the data on the Gallium neutrino anomaly favor values of Delta m^2_{41} larger than about 1 eV^2.

We present the results of fits of short-baseline neutrino oscillation data in 3+1 and 3+2 neutrino mixing schemes. In spite of the presence of a tension in the interpretation of the data, 3+1 neutrino mixing is attractive for its simplicity and for the natural correspondence of one new entity (a sterile neutrino) with a new effect (short-baseline oscillations). The allowed regions in the oscillation parameter space can be tested in near-future experiments. In the framework of 3+2 neutrino mixing there is less tension in the interpretation of the data, at the price of introducing a second sterile neutrino. Moreover, the improvement of the parameter goodness of fit is mainly a statistical effect due to an increase of the number of parameters. The CP violation in short-baseline experiments allowed in 3+2 neutrino mixing can explain the positive antinu_mu -> antinu_e signal and the negative nu_mu -> nu_e measurement in the MiniBooNE experiment. For the CP-violating phase we obtained two minima of the marginal chi^2 close to the two values where CP-violation is maximal.

Abstract:
We analyzed the electron neutrino data of the Gallium radioactive source experiments and the electron antineutrino data of the reactor Bugey and Chooz experiments in terms of neutrino oscillations. We found a hint of a CPT-violating asymmetry of the effective neutrino and antineutrino mixing angles.

We analyze the LSND, KARMEN and MiniBooNE data on short-baseline antinu_mu -> antinu_e oscillations and the data on short-baseline antinu_e disappearance obtained in the Bugey-3 and CHOOZ reactor experiments in the framework of 3+1 antineutrino mixing, taking into account the MINOS observation of long-baseline antinu_mu disappearance and the KamLAND observation of very-long-baseline antinu_e disappearance. We show that the fit of the data implies that the short-baseline disappearance of antinu_mu is relatively large. We obtain a prediction of an effective amplitude sin^2 2 theta_{mu mu} >~ 0.1 for short-baseline antinu_mu disappearance generated by 0.2 <~ Delta m^2 <~ 1 eV^2, which could be measured in future experiments.

Taking into account also the model-independent constraints due to the limits on short-baseline antinu_e disappearance obtained in reactor antineutrino experiments, we find that the favored region of the effective oscillation parameters lies within 0.002 <~ sin^2 2 theta <~ 0.05 and 0.2 <~ Delta m^2 <~ 2 eV^2.

We consider the interpretation of the MiniBooNE low-energy anomaly and the Gallium radioactive source experiments anomaly in terms of short-baseline electron neutrino disappearance in the framework of 3+1 four-neutrino mixing schemes. The separate fits of MiniBooNE and Gallium data are highly compatible, with close best-fit values of the effective oscillation parameters Delta m^2 and sin^2 2 theta. The combined fit gives Delta m^2 >~ 0.1 eV^2 and 0.11 < sin^2 2 theta < 0.48 at 2 sigma. We consider also the data of the Bugey and Chooz reactor antineutrino oscillation experiments and the limits on the effective electron antineutrino mass in beta-decay obtained in the Mainz and Troitsk Tritium experiments. The fit of the data of these experiments limits the value of sin^2 2 theta below 0.10 at 2 sigma. Considering the tension between the neutrino MiniBooNE and Gallium data and the antineutrino reactor and Tritium data as a statistical fluctuation, we perform a combined fit which gives Delta m^2 \simeq 2 eV and 0.01 < sin^2 2 theta < 0.13 at 2 sigma. Assuming a hierarchy of masses m_1, m_2, m_3 << m_4, the predicted contributions of m_4 to the effective neutrino masses in beta-decay and neutrinoless double-beta-decay are, respectively, between about 0.06 and 0.49 and between about 0.003 and 0.07 eV at 2 sigma. We also consider the possibility of reconciling the tension between the neutrino MiniBooNE and Gallium data and the antineutrino reactor and Tritium data with different mixings in the neutrino and antineutrino sectors. We find a 2.6 sigma indication of a mixing angle asymmetry.

The definition and derivation of flavor neutrino states in the framework of standard Quantum Field Theory is reviewed, clarifying some subtle points. It is shown that a flavor neutrino state that describes a neutrino produced or detected in a charged-current weak interaction process depends on the process under consideration and is appropriate for the description of neutrino oscillations as well as for the calculation of neutrino production or detection rates. Hence, we have a consistent framework for the description of neutrino oscillations and interactions in neutrino oscillation experiments. The standard flavor neutrino states are obtained as approximations which describe neutrinos in experiments that are not sensitive to the dependence of neutrino interactions on the neutrino mass differences. It is also shown that the oscillation probability can be derived either through the usual light-ray time = distance approximation or through an average of the space-time dependent oscillation probability over the unobserved propagation time.

In this review we present the main features of the current status of neutrino physics. After a review of the theory of neutrino mixing and oscillations, we discuss the current status of solar and atmospheric neutrino oscillation experiments. We show that the current data can be nicely accommodated in the framework of three-neutrino mixing. We discuss also the problem of the determination of the absolute neutrino mass scale through Tritium beta-decay experiments and astrophysical observations, and the exploration of the Majorana nature of massive neutrinos through neutrinoless double-beta decay experiments. Finally, future prospects are briefly discussed.

After a short review of the current status of three-neutrino mixing, the implications for the values of neutrino masses are discussed. Such a multiplicity of paths can allow for quantum mechanical interference to take place that is qualitatively different to neutrino oscillations in flat space. After an illustrative example clarifying some under-appreciated subtleties of the phase calculation, we derive the form of the quantum mechanical phase for a neutrino mass eigenstate propagating non-radially through a Schwarzschild metric. We subsequently determine the form of the interference pattern seen at a detector. We show that the neutrino signal from a supernova could exhibit the interference effects we discuss were it lensed by an object in a suitable mass range. We finally conclude, however, that -- given current neutrino detector technology -- the probability of such lensing occurring for a (neutrino-detectable) supernova is tiny in the immediate future.

Last CPT-Invariant Hope for LSND Neutrino Oscillations

It is shown that the 99% confidence limits from the analyses of the data of cosmological and neutrino experiments imply a small marginally allowed region in the space of the neutrino oscillation parameters of 3+1 four-neutrino mixing schemes.
