COVID-19 Emergency Rental and Foreclosure Programs

Community Development Block Grant Coronavirus (CDBG-CV) Rental Assistance and Foreclosure Prevention Programs


The City will begin accepting applications at 8:00 am on October 19, 2021. All applications must be submitted through the online application portal; paper applications are not available for this program.

The City of Boca Raton has received Community Development Block Grant coronavirus (CDBG-CV) funds from the Department of Housing and Urban Development (HUD). These funds are to be used to prevent, prepare for and respond to the coronavirus (COVID-19) pandemic. CDBG-CV funding in the amount of $382.194 will be utilized to assist City residents that have experienced a financial hardship as a result of the COVID-19 pandemic through two programs: the Rental Assistance Program and the Mortgage Foreclosure Prevention Assistance Program.  The maximum assistance under the guidelines for these programs is a one-time award for up to six months of eligible past due housing payments, not to exceed $15,000 per household. Assistance cannot be provided for future months. Per HUD rules, CDBG-CV funding may only be used to assist a household once; households that have previously received CDBG-CV assistance through Palm Beach County, the State of Florida or another agency, are not eligible for assistance through this program. Applications must be submitted via the online application link on our website, and will be processed on a first come, first qualified, first served basis.

To be eligible for assistance, applicants must reside within Boca Raton city limits and have a household income that does not exceed 80% of area median income (AMI) based on household size (see chart below).

Assistance may be provided for households that have experienced a financial hardship on or after March 1, 2020 such as loss of employment, reduction of employment hours, the closure of a business, or the illness or death of a family member due to COVID-19. Applicants may only receive assistance for affected months not covered by other agencies’ assistance programs.

To be eligible for assistance, applicants in the following categories must meet the outlined requirements.

RENTAL ASSISTANCE

  • The tenant must have a written lease effective at the time of application;
  • The tenant must have been current with their rent prior to March 1, 2020;
  • The tenant may receive assistance for rent payments due the month in which the application is submitted and past due amounts beginning March 1, 2020, and may include eligible late fees;
  • The tenant may request assistance for electricity payments that are past due, including eligible late fees, in addition to rental assistance.  Assistance will not be provided for electricity accounts alone; and
  • Households cannot have assets that exceed $7,500, including, but not limited to checking, savings, money market, stocks, bonds, virtual currency, CD’s and investment accounts. Qualified retirement accounts such as 401k and IRA’s are not included in this asset maximum.

FORECLOSURE PREVENTION ASSISTANCE

  • The homeowner’s mortgage(s) must have been issued by a public financial institution.  Private mortgages, seller-held and home equity lines of credit (HELOC) are not eligible;
  • The assessed value of the property cannot exceed $350,000, based on the Palm Beach County Property Appraiser’s most recent valuation;
  • The homeowner must have been current with their mortgage(s) prior to March 1, 2020;
  • The homeowner may receive assistance for mortgage payments due the month in which the application is submitted and past due amounts beginning March 1, 2020, and may include eligible late fees. Homeowners may request assistance with delinquent association dues and/or electricity bills in addition to mortgage payment assistance, if applicable.  Assistance will not be provided for association dues or electricity accounts alone; and
  • Households cannot have assets that exceed $7,500, including, but not limited to checking, savings, money market, stocks, bonds, virtual currency, CD’s and investment accounts. Qualified retirement accounts such as 401k and IRA’s are not included in this asset maximum.

Pre-Application Instructions

All required documentation will need to be uploaded in PDF, JPG or PNG format at the end of the application, prior to submission.  Please note that the system will automatically time out after a 20-minute period of inactivity.  You are encouraged to use the “Save as Draft” option that appears on each page of the application.  This option will allow you to save a draft copy of the application by entering an email address and password.  Please make note of your password, as you will be required to log back in to continue your application.
