 “Standards for Educational and Psychological Testing” Standards for Educational and Psychological Testing
The testing standards are a product of the American Educational Research Association (AERA), the American Psychological Association (APA), and the National Council on Measurement in Education (NCME). Published collaboratively by the three organizations since 1966, they represent the gold standard in guidance on testing in the United States and in many other countries.

The Standards for Educational and Psychological Testing are now open access and are available online.

Members of the Joint Committee for the Revision of the Standards for Educational and Psychological Testing Named
The sponsoring organizations of the Standards for Educational and Psychological Testing (the Standards), the American Educational Research Association (AERA), the American Psychological Association (APA), and the National Council on Measurement in Education (NCME), together with the members of the Standards Management Committee (MC) and the co-chairs of the Joint Committee for the Revision of the Standards (JC), are pleased to announce the appointment of the members of the Joint Committee. The JC is charged with leading the process of revising the 2014 edition of the Standards.

This is an important moment in the launch of the next revision of the Standards. With the breadth of expertise reflected in these appointments and the composition of the JC, the sponsoring organizations and the Management Committee have anticipated the next generation of important issues for the Standards to address. The MC has also honored its commitment to inclusivity and transparency. Members of the three sponsoring organizations were invited to nominate JC members in accordance with stated criteria (PDF, 245KB). Nearly 200 nominations were received, and the selected members represent unprecedented levels of diversity for the JC in terms of variety of test uses and sociodemographic identities.  

Going forward, the Management Committee, including Kristen Huff, PhD, (NCME), Fred Oswald, PhD, (APA), and Michael Rodriguez, PhD, (AERA), will continue to support the JC in the revision process and usher the revision through publication; and with the JC chairs, Ye Tong, PhD, and Andrew De Los Reyes, PhD, will construct a multistage, highly inclusive process to secure a revision that maximizes input from across the sponsoring organizations, as well as key stakeholders and users–thus securing the Standards’ timeliness, relevance, and meaningfulness.

Joint committee cochairs selected for the revision of the 2014 Standards for Educational and Psychological Testing
The management committee of the Standards for Educational and Psychological Testing and its sponsoring organizations–AERA, APA, and NCME–announce the selection of Andres (Andy) De Los Reyes, PhD, and Ye Tong, PhD, as the co-chairs of the joint committee for the revision of the 2014 standards.

Andres (Andy) De Los Reyes, PhD, is a professor in the department of psychology at the University of Maryland. De Los Reyes is past chair of APA’s Board of Educational Affairs (BEA), current editor-in-chief of the Journal of Clinical and Child Adolescent Psychology, and a longstanding member of APA. His expertise is in psychometrics and clinical assessment of diverse populations in developmental and mental health contexts. He received his PhD in clinical science from Yale University.

Ye Tong, PhD, is the senior vice president of assessment operations at the National Board of Medical Examiners, past president of NCME, longstanding member of NCME and AERA, and a founding member of Women in Measurement. Tong is a national recognized expert in measurement, with publications and presentations in areas such as equity in assessment, equating, computer adaptive testing, and educational policy. She received her PhD in educational measurement and statistics from the University of Iowa.

The selection process incorporated member input from all sponsoring organizations that informed the thorough set of selection criteria that was applied. Moving forward, the management committee will work with Tong and De Los Reyes to select joint committee members. The joint committee will then engage in a multistage revision process, one that will ultimately make the revised standards more timely, relevant, accessible, and therefore useful in today's context of educational and psychological testing.
