These are networks devoted to a specific geographic area or language. Often they provide the best way for you to meet or chat with people from those areas. RusNet
RusNet serves the Russian-speaking community with servers spread throughout the former Soviet Union and a few more outside it.

Originally known as Differnet, ZAnet is probably the oldest existing local network. A split in October 2000 resulted in the formation of ZAnet.net
